l March 29,1995 Docket Nos. 50452 50-353 Ucense Nos. NPF-39 NPF-85 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555

Subject:

Umerick Generating Station, Units 1 and 2 Technical Specifications Change Request No. 93-23 0 Revised Technical Specifications Pages Gentlemen: By letter dated August 12,1994, PECO Energy Company submitted Technical Specifications (TS) Change Request No. 93-23 0 for Umerick Generating Station (LGS), Units 1 and 2. This proposed TS change involves revising the Umiting Condition for Operation (LCO) for the Emergency Core Cooling System (ECCS) specified in TS Section 3.5.1 and associated Bases Section 3/4.5.1 and 3/4.5.2. Specifically, this proposed TS change will revise ACTION 'c' of TS Section 3.5.1 to include a new ACTION in the event that the High Pressure Coolant injection (HPCl) system, and one (1) Core Spray (CS) subsystem and/or one (1) Low Pressure Coolant injection subsystem, are Inoperable. Presently, there is no ACTION specified in the LCO for this condition, and therefore, TS Section 3.0.3 applies which requires a plant shutdown. Subsequently, the NRC hu requested that we modify the proposed TS wording to more clearly doscribe those systems / subsystems that are operable and inoperable in this particular TS ACTION. The changes recommended by the NRC Involve adding words to the proposed TS ACTION c.2 on page 3/4 5-2 to delineate that other systems / subsystems of the ECCS will be operable while the HPCI system and one (1) CS and/or LPCI subsystem are inoperable. Therefore, in response to the NRC's request, we have revised the applicable TS pages associated with TS Change Request No. 93-23-0 to incorporate the wording changes recommended by the NRC. The revised TS pages are provided in the attachment to this letter. This information is being submitted under affirmation, and the required affdavit is enclosed.
