Limerick Generating Station, Unit 1 Issuance of Technical Specifications Change Request No. 98-08-0 increase Safety Relief Valve Setpoint Tolerance from i 1% to i 3%
Dear Sir / Madam:
- By letter dated January 12,1999, PECO Energy Company submitted Technical Specifications (TS) Change Request No. 98-08-0, in accordance with 10CFR50.90, requesting an amendment to the TS (Appendix A) for Facility Operating License Nos. NPF-39 and NPF-85 for Limerck Generating Station (LGS), Units 1 and 2. The proposed changes involve revising TS Sect;on 3/4.4.2, " Safety / Relief Valves," and TS Bases Sections B 3/4.4.2, B 3/4.5.1 and B 3/4.5.2, to increase the allowable as-found main steam Safety Relief Valve (SRV) code safety function lift setpoint tolerance from i 1% toi3%.
Subsequently, by letter dated January 29,1999, PECO Energy Company requested that the NRC defer issuance of the LGS, Unit 1, TS Amendment, pending completion of the Unit 1 core reload analysis for Cycle 9 operation (i.e., cycle scheduled to commence at the end of the Spring 2000 refueling outage). The LGS, Unit 2, TS Amendment was issued as requested in support of the recent Unit 2 refueling outage in Spring 1999.
The purpose of this letter is to request issuance of the LGS, Unit 1, TS Amendment. PECO Energy commits to ensuring that the 3% value for main steam Safety Relief Valve (SRV) code safety function lift setpoint tolerance will be incorporated into the Unit 1 core reload analysis. As was previously done with LGS Unit 2, the 13% setpoint tolerance for the LGS Unit 1 SRVs will be included in the " Transient Protection Parameters Verification for Reload Licensing Analyses".

I Per discussion with NRC staff, this approach was found to be acceptable in lieu of waiting for completion of the com reload analysis. Further, PECO Energy requests that the Unit 1 TS Amendment be made effective after the current cycle of operation is completed but prior to startup from the Unit 1 Spring 2000 refueling outage. This request is being submitted under affirmation, and the required affidavit is enclosed.
