Limerick Generating Station, Units 1 and 2 TSCR No. 96-23-0 Deletion of Containment Purge Operational Time Limit

Dear Sir / Madam:

By letter dated March 24,1997, PECO Energy Company (PECO Energy) submitted Technical Specifications (TS) Change Request No. 96-23-0 for Limerick Generating Station (LGS), Units 1 and 2, requesting a change to delete the operational time limit for the drywell and suppression chamber purge system valves.

PECO Energy is supplementing Change Request No. 96-23-0 by superseding the TS pages contained in our March 24,1997 submittal with the pages attached to this letter.

The proposed TS pages are being revised to ensure fidelity between the TS pages and our March 24,1997 submittal.

Specifically, the Unit 1 and Unit 2 TS page 3/4 6-11 is being revised to remove note "*"

regarding the 1-inch and 2-inch bypass valves. The note states, " Valves open for pressure control are not subject to this LCO provided the 1-inch /2-inch bypass line is being I utilized." The basis for the March 24,1997 proposed TS change is to adopt similar language and operational controls set furth in NRC NUREG 1433, " Standard Technical [

Specifications, General Electric Plants, BWR/4." The standard TS allows the removal of the time limit from TS; however, it adds specific criteria (i.e., activities) for when the valves can be opened. The reference to the 1-inch and 2-inch valves is currently in the LGS TS r and does not need to be retained since the improved TS does not include time limitations t -

for any of the system valves regardless of size in addition, TS bases page B 3/4 6-2 is , y revised to clarify that this operating condition is not imposed on the smaller lines because (6 the activity limitations would not add any greater assurance of surge protection than what is already assured in the current design basis.

If the current notations regarding the 1-inch and 2-inch lines were to be retained in TS along with the proposed improved standard TS language, the TS may be open to interpretation as to the use of the 18" or 24" valves for pressure control. Current LGS TS allow the opening of the drywell and suppression chamber purge system valves (18" or 24") up to 180 hours0.00208 days <br />0.05 hours <br />2.97619e-4 weeks <br />6.849e-5 months <br /> each 365 days for pressure control. Currently, the 1-inch and 2 inch note allows the 1-inch and 2-inch valves to be open for an unlimited period of time if used for pressure control.

September 4,1998 Page 2 Retaining the 1-inch and 2-inch valve note may inadvertently lead to an interpretation that restricts pressure control to the 1-inch and 2-inch valves only, which is not part of the LGS desigri basis, nor the intent of NUREG 1433.

This supplement does not change the information supporting a finding of No Significant Hazard Consideration Section, contained in our March 24,1997 sequest letter.

Attachment 1 to this letter contains the supplement TS " camera-ready" pages. This information is being submitted under affirmation, and the required affidavit is enclosed.
