VIRGINIA ELECTRIC AND POWER COMPAhi NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-4, for North Anna Unit No. 1.

North Anna Unit No. 1 Technical Specification Table 3.3-3 requires operability in MODES 1, 2 and 3 for the auxiliary feelwater pump actuation signals from Steam Generator Water Level-Low Low and Station Blackout. In contrast, Table 4.3-2 requires surveillance to be performed in MODES 1, 2, 3 and 4. The North Anna Unit No. 2 Technical Specifications and the Standardized Technical Specifications for Westinghouse Pressurized Water Reactors have surveillance required in MODES 1, 2 and 3 for these actuation signals. The proposed changes would therefore make the North Anna 1 Technical Specifications conform to changes in the approved Standardized rechnical Specifications and provide consistency with the North Anna 2 Technical Specifications. The proposed Technical Specification changes are provided in Attachment 1. A discussion of the proposed Technical Specification changes is provided in Attachment 2.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10CFR50.59 or a significant hazards consideration as defined in 10CFR50.92.

We have reviewed this request in accordance with the criteria in 10CFR170.22.

Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for Unit 1, a Class III license amendment fee is required. A check in the amount of $4,000 is enclosed in payment of the required fee. \
