2.0 PURPOSE AND SCOPE 2.1 To assure that Quality Control Personnel engaged in the inspection, test.ing, verification, and documentation of nuclear safety related systems, components and structures at the Perry Nuclear Power Plant are properly qualified to perform their assigned functions.

2.2 To establish and provide the guidelines for qualification and certification levels of QC personnel.

3.0 PROCEDURE 3.1 Qualification Level of Personnel

3.1.1 A QC level III individual shall have broad experience and

for=al trairiing in the performance of inspections and/or tests and shall be capable of establishing the techniques of inspection and test to be perforred. He shall be capable of planning and supervising inspection activities; establishing reviewing and approving procedures; and evaluating the adequacy of activities for the purpose of a'ecomplishing quality objectives.

He shall be capable of organizing and reporting results and certifying the validity of the results. He shall be capable of administering and conducting those training programs necessary for certification.

3.1.2 A QC Level II individual shall have experience ~and training in the performance, interpretation, and evaluation of inspection and/or testing results. He shall be capable of supervising or maintaining surveillance over the inspection and examinations, and shall be f amiliar with the inspection scope and limitations of each inspection method. He shall demonstrate proficiency in j

planning and setting up inspection methods and be capadle of de-termining the validity of the testing results.

8 3.2 Education and Experience Requirements 3.2.1 Candidates-considered for certification as Quality Control Inspector shall have sufficient education,

3.2.2 To be considered for certification as QC Level I, a candidate must satisfy the following requirements.

To be considered for certification as QC Level I

candidate must satisfy the following requirements.

j 3.2.4.1 Graduate of a four year accredited engineering or science college or university, plus five yea of experience in quality assurance, including testing or inspection (or both) of equivalent manufacturing construction and installation activities. At least two years of this experience should be associated with nuclear facilities;'

3.2.4.2 High school graduate (or equivalent), plus ten years' experience in engineering or quality assurance, including inspection and/or testing, with five years of equivalent construction activities. At least two of the five years' experience should be associated with nuclear facilities; if not the individual shall have. training sufficient to acquaint him thoroughly with the safety aspects of a nuclear facility.

3.3 Qualification Process

3.3.1 Initial qualification levels shall be based on previous

edacation, proficiency level and experience. The following basic requirements shall be used as a guide for establishing qualification levels and quality contro1' assignments. These basic require =ents should not be treated as absolute when other factors provide reasonable assurance taat a person can co=petently perform a particular task.

3.3.2 To be qualified for QC Level I, II or III, a candidate must:

3.3.3 A physical examination shall be administered at the time of employment and thereafter on at least an annual basis. This examination shall be performed by a professional optemetrist, a medical doctor, or other qualified person.

3.3'3.1 The candidate shall have natural or corrected near

vision in at least cne eye to read the J-1 letters on a standard Jaeger's Test Chart at a distance of 14 inches or more. Color deficiencies do not r'estrict the inspector in the performance of his' duties, except that a color deficiency shall disqualify the inspector ho performing visual examination that requires distinguishing between colors he is deficient in.

3.3.3.2 The candidate shall be physically capable of' performing his assigned task or required inspec activities.

3.3.4 Physical examination results are to be included as a part of the qualification requirements f.'r each candidate.

3.3.5 The QC Manager shall be responsible for administering the qualification process of all QC personnel. He or his designee shall develop a training program for the purpose of implementing this procedure.

3.4 Certification Process 3.4.1 Evaluation and certification of QC personnel shall be the responsibility of the Site QC Manager.

The QC Manager will be responsible for upgrading or reclarsification of Quality Control Personnel. 3.5.2 A similar evaluation will be made by the Energy Systems Division Manager, on the performance of the Quality Control Manager as per paragraph 3.5.1 above. 3.6 Continued training and qualification of Quality Control Personnel shall be maintained throughout the duration of the' construction phase. 3.6.1 Departmental meetings shall be held for the purpose of continuous training, qualification and communications. Meetings shall be conducted on a.bi-monthly or as-required basis. 3.6.1.1 Mee, ting subject matter shall be determined by the site QC Manager or his designee.
