WILLIAM K. JOHNSON, being duly sworn, deposes and says as follows:

1. I am the State Radiological Defense Officer with the State Emergency Management Agency ("SEMA"), as well as the Coordinator of the Missouri Nuclear Emergency Team. In the event of a radiological emergency _at the Callaway Plant which results in activation of the State Emergency Operations Center and Forward Command Post, I will serve as Field Operations Coordinator. , "' personal knowledge ofEthe matters stated herein and believe them'to 1$e true'and correct. I make this affidavit in response to Reed Contention 17 (Radiological Monitoring). l y ;. 2. Pursuant to the Missouri Nuclear Accident Plan-Callaway-(" State l Plan"), the. Bureau of Radiological Health

("BRH") has the' State responsibility for off-site radiological monitoring during a Callaway Plant emergency. SEMA, in addition to its role as overall coordinator of the State's response, has a support role, as described below, with respect to transportation and communications associated with radiolog-

'ical monitoring.

3. SEMA vill provide transportation for BRH field monitors. Vehicles. presently available are: three (3) sedans

+ owned by SEMA; one'(1) van owned by SEMA; one (1) van leased from the General Services Administration; one (1) sedan commercially leased; and one (1) privately owned sedan. These vehicles all have radios which operate on SEMA's office t frequency.

4. Each field radiological monite'^tte team will consist of a BRH staff member who will be rt$ crt 5ble for radiological monitoring, and a SEMA staff membe._ whw .tuy assist with monitoring and will be responsible for communications and transportation. Five (5) SEMA employees have specific training 6 iN peace-time-radiological monitoring and have been ttnined in

this group, SEMA can support off-site field monitoring (two z_ teams for each'12-hour shift). Upon activation of the Forward Command Post at the Callaway Plant EOF, the SEMA monitoring team members will proceed to the EOF with team vehicles. The l

SEMA/BRH teams will then be deployed from the EOF.

5. Communications for the field monitoring teams will be via portable radios provided by SEMA. Portable radio communi-cations between the field monitoring teams and the EOF Forward Command Post will be established during the operational check at-the EOF, prior to deployment to the field.
6. An additional available capability relevant to the State's off-site radiological monitoring effort is MoNET.

MoNET is the Missouri Nuclear Emergency Team, which can be activated to assist BRH in a radiological accident. MoNET, a volunteer organization created in 1979, is a group of health physicists, nuclear engineers, physicists, and other persons

.specifically trained in radiological emergency response. Each MoNET member, of which there are currently 47, has completed the Radiological Emergency Response Operations Training Course at the Nevada Test-Site.

7. MoNET has'no official responsibilities to implement any portion of the State Plan. Individual MoNET team members may-be called upon, however, to assist in any radiological emergency if they-are needed. In most cases, a member closest

'to the accident scene would be called by me, as MoNET State Coordinator. MoNET members could also be contacted, however, 3-

by the SEMA Director or by BRH. If MoNET is activated during a nuclear power plant accident, any assistance the members provided to the radiological monitoring efforts would be under the direction of BRH.

8. In conclusion, it is my opinion that, contrary to Reed Contention 17, the State of Missouri has adequate resources in trained personnel and equipment to perform its radiological monitoring tasks in the event of an emergency at the Callaway Plant, and that the State Plan meets NUREG-0654 evaluation criteria II.I.7, II.I.8 and II.I.9 (those cited by Mr. Reed). The State _does not require support from local governments in order to carry out its radiological monitoring responsibilities.
