GERALD W. STANFILL, being duly-sworn, deposes and says as follows:

1. I am the Radiological Emergency Planner.with the Missouri State Emergency Management Agency. I have been personally involved in the development of the off-site (local and state) plans for the Callaway Plant. During the course of my work, I have had the opportunity to meet on numerous I

occasions with the emergency management directors, the sheriffs 1 i

("EPZ"). In particular, I have been actively involved in the preparation of the county plans for each of the four counties in the EPZ. A statement of my qualifications and experience is 4

attached as Exhibit "A". I have personal knowledge of the matters stated herein and believe them to be true and correct.

2. The purpose of this affidavit is to establish that there are a sufficient number of personnel available per shift to fulfill the law enforcement functions assigned to the counties of Montgomery, Gasconade and Osage in the event of a radiological emergency at the Callaway plant.
3. At the present time, the Sheriff is assisted by eight regular sheriff's personnel in Montgomery County, of which four individuals are radio dispatchers and four are law enforcement -

officers. There are also three clerical staff. In addition, Montgomery County has a voluntary sheriff's auxiliary organiza-tion with a membership of approximately twenty.

4. At the present time, the Sheriff is assisted by thirteen sheriff's personnel in Gasconade County, of which six individuals are radio dispatchers and seven are law enforcement officers. There are also three clerical staff.
5. At the present time, the Sheriff is assisted by seven sheriff's personnel in Osage County, of which four individuals

are radio dispatchers and three are law enforcement officers.

6. The traffic access / control implementing procedure for Montgomery County will specify the need for a maximum of five traffic / access control points in the Montgomery County portion of the EPZ.
7. The traffic access / control implementing procedure for Gasconade County will specify a possible need for one traffic /

access control point in the Gasconade County portion of the EPZ.

8. The traffic access / control implementing procedure for Osage County will specify the need for a maximum of five traffic / access control points in the Osage County portien of-the EPZ.
9. Assuming Mr. Reed's law enforcement functional assignments essentially are correct, Montgomery County could need seven law enforcement officers (five for traffic control, one for the security of the EOC, and one.at an impound lot), as well as two radio dispatchers and one messenger per shift.

Consequently, there would be a shortfall of three law enforce-ment personnel,-but no shortfall of radio dispatchers or (&ymen- l (messengers) for the first shift. Members of the Sheriff's-reserve within the county can fulfill this shortfall, as well 9 ...

Additional assistance from the State Highway Patrol and

. National Guard can be obtained if necessary. No additional dispatchers or messengers would be necessary. (Here, I have

. not relied upon the Sheriff as a member of law enforcement available to perform one of the law enforcement functions described above because the Sheriff would be coordinating the activities of his men, as well as maintaining contact with law enforcement personnel in the other EPZ counties.)

10. Similarly, in Gasconade County, there could be a need for three law enforcement officers (one for traffic control, one for the security of the EOC, and one at an impound lot), as well as one radio. dispatcher and one messenger per shift.

Consequently, there would be no shortfall of law enforcement personnel, radio dispatche'rs or laymen (messengers) for either shift.

11. In Osage County, there could be a need for seven law enforcement officers (five for traffic control, one for the security of the EOC, and one at an impound lot), as well as two radio dispatchers and one messenger per shift. Consequently, there could be a shortfall of four law enforcement personnel, but no shortfall of radio dispatchers or laymen (messengers) for the first shift. The State Highway Patrol can provide eight scate patrolmen in the area within one hour.of

This resource should provide the needed manpower for the first shift. On the second shift, the National Guard will provide law enforcement assistance. See attached Exhibit "C" (letter of agreement). No additional dispatchers or messengers would be needed.

12. Finally, while a layman would be needed to assist the law enforcement officer at each of the traffic / access control points, these personnel will be available from the Sheriff's Auxiliary in Montgomery County (14), the Morrison Volunteer Fire Department in Gasconade County (18), and the Chamois Volunteer Fire Department in Osage County (24). Since there are only an absolute maximum of five traffic / access control points in Montgomery County, one traffic / access control point in Gasconade County and five traffic / access control points in Osage County, the available resources described above will provide a sufficient pool of manpower.
13. In conclusion, based on the number of law enforcement and fire department personnel available in the counties of Montgomery, Gasconade and Osage, I am satisfied that there are

Dear Mr. Beaty:

Pursuant to previous discussions between this office and M. A. Stiller, Manager, Nuclear Safety and Emergency Preparedness, Union Electric Company, this letter confirms that the Missouri State Highway Patrol can make avail-able the following State Highway Patrol personnel to support emergency operations within the ten mile radius of the Callaway Nuclear Power Plant:

a. Within one (1) hour of notification by proper authorities, eight (8) uniformed State Highway Patrol officers can be available to support ,

emergency operations of any of the four counties in an affected area. l

b. Within two (2) hours of not1fication, an additional eight (8) uniformed State Highway Patrol officers (a total of sixteen) can be available to support emergency operations in any of the four counties in an affected area.

i It is understood that support provided by the Missouri State Highway Patrol to any of the affected jurisdictions in the event of an accident at the Callaway. Plant will be in accordance with the State Highway Patrol SOP con-tained within Annex A of the Missouri Nuclear Accident Plan.

Dear Sir:

This correspondence is in regard to your letter, dated November 10, 1982, and in accordance with the Missouri Nuclear Accident Plan, dated June 1982.

Assumptions in the use of the Missouri National Guard are:

a. Missouri National Guard personnel will not be assigned missions in areas where the possibility of dangerous levels of radiation exists.
b. The Missouri National Guard will respond to a nuclear power plant emergency as declared by the Governor with available personnel and resources.
c. That a civilian authority is designated as a point of contact prior to the National Guard being assigned a mission.
d. That missions be assigned by civil authorities, but the execution to include the number of personnel and equipment to be used.

The Missouri National Guard will provide support as follows:

a. One hundred twenty Guardpersons will be available for traffic control and assist in local radiation survey. Personnel will be furnis'hed from the following units:

Headquarters, Missouri Army National Guard (Jef ferson City) 1175th Military Police Company (Boonville and Moberly)

Headquarters and Headquarters Battery, lut Battalion, 128th Field Artillery (Columbia) 1035th Maintenance Company (Jef ferson City) ,

b. The expected response time for the designated units is six hours after the initial notification.
c. Guardpersons that would be used for surveying personnel and equipment for radioactive contanination to include themse,1ves will receive initial training and annual refresher training.
d. Air Evacuation would be performed by helicopters from Jefferson City. Normally, during working hours reaction time to Readsv111e and Mineola would be two hours. During non-duty hours, response could be up to four hours.

The Missouri National Guard has been called to State Emergency Duty 22 times in the past five years. The response time was between four and six hours, primarily dependent on unit members traveling to Armories and preparing vehicles for Operations under adverse weather conditions.

1. The Missouri National Guard agrees to support the totsi emergency. response and recovery effort of the State in the event of an accident involving a nuclear power plant, when ordered by the Governor, in the following manner:
a. Evacuation and securtty of communities to include augmentation of emergency traffic control.
b. Radiological monitoring by traffic control personnel and periodic reporting of radiological information using equipment provided by the MONET.
c. Emergency transportation of health physics personnel and other
resources.
d. Transportation of emergency potable water.
a. Military assistance.
2. Procedures for implementation of the above can be found in the MOARNG State Emergency Duty SOP and the SOP for Nuclear Power Plant accidents / l incidents.
3. Alerting procedures and Emergency Call List: Alerting or activation of personnel from the MONG will be accomplished by notifying one of the personnel listed below (in priority) at 751-2321. Activation of personnel will be l accomplished in accordance with pertinent SOPS and regulations.
