. MILTON A. STILLER, being duly sworn, deposes and says as follows:

1. I am the Manager, Nuclear Safety and Emergency Preparedness for Applicant, Union Electric Company.

In my professional capacity, I have been personally involved in the development of the offsite (local and state) and on-site plans and procedures for the callaway Plant for the past six years. During the course of my ,

work, I have had the opportunity to meet on numerous occasions with the emergency management directors, the sheriffs'and other-local government officials for the four counties -- Callaway, Montgomery, Gasconade and Osage --

2. The purpose of this affidavit is to identify the communications requirements and the resources which will be

n, of transceivers at vehicle impound lots will hamper effective 3 operations. I agree with Mr. Reed in this assertion and hereby commit that at least one transceiver will be located

4. I am satisfied that this commitment to ensure the presence of transceivers at all identified impound lots adequately provides for communication at those facilities.
5. Reed Contention 5, Part C asserts that because

they lack transceivers, patrol or rescue vehicles entering the EPZ will not have the capability to communicate with backup support during an emergency. I agree with Mr. Reed's I assertion and hereby commit that all such vehicles will either have. permanently mounted communications equipment or will be provided.with a portable system prior to their entrance into the Emergency Planning Zone. This commitment is specifically limited to patrol and rescue vehicles identified by those appropriate County or State authorities that exercise the authority to allow entrance into the Emergency Planning Zone. These transceivers will be made available by Union Electric, supplementing the use of all available transceivers from alternate sources, including those currently in use by such patrol and r,escue vehicles.

6. I am satisfied that this-commitment to supply.the additional-transceivers necessary for-designated. patrol and rescue vehicles-adequately provides sufficient communciation for their patrol an'd rescue functions.

7. Finally, in my view, this satisfies Mr. Reed's Contention 5, Parts B and C.
