I have been working on the evacuation plan since 1979 i

or whenever it was that this agency became involved in the develop-ment of this plan.

The Citizens Advisory Committee, who were appointed by the County Legislature, has been meeting on an ongoing q

basis since October or early November. I have been a participant in that Committee. This Advisory Committee has been broken down into sub-committees. I am a participant in the sub-committee dealing 8303020116 830222 PDR ADOCK 05000247 PDR

I with the congregate care centers and work closely with the American Red Cross.

Mr. Tom Flanagan is.the Chairman of our committee.

Also a member of our committee is Gladys Berger, who is responsible for.a committee concerning the disabled.

Our meetings have not

been too productive.-

Mr..Flanagan and I have met with Mr. Scharf and officials of the Orangetown schools, as far as the use of the i

use of schools in Orangetown as reception centers.

letter of agreement has been drawn up.with these schools and until that is done, these schools are not participants In any discussion as to our use of their facilities.

We have been meeting also con-cerning the method that we as.an agency would be able to assist those individuals who receive personal care services.

.That continues to be a stumbling block.

We have now at our disposal, however,1 a

list of those persons who receive this type of service every month.

We have their names, and addresses, however, we do not have specific apartment numbers if indeed they are dwelling in an apartment. We

also do not have the capability of knowing whether the person is

ambulatory or would require in case of any kind of emergency assis-tance in leaving their housing.

Services or the Office for the Aging, with whom I have been in con-

lists of names as to who continues to receive personal care services or who no longer receives them. Training of our staff as to their involvement should we come into an emergency at Indian Point, i

has been non-existant.

I am the person responsible for that training, however, until some of the'more salient issues are addressed, there is no way that. I can present.a positive training picture to them.

We-are also hampered by the fact that we do not have any funds I

I with which to purchase placards, because how is a person to I

l know where to go in order to get a message or to leave a message when we certainly can't have a mass of people going to one table so.that the best thing to do would be divide it alphabetically.

I don't know either at the reception center should we get this l

kind of thing resolved, how our staff'i.s to communicate with people on the outside as far as please call so and so and tell whatever because the schools do not have enough phones to t

i I

respond to meet their requirements, plus those of Social Services i

Department.

As far as.how insulin, oxygen, any other type of critical need for persons at home is still'in question.

The f

Red Cross at the reception center will have someone there as 7

well as a number of the ambulance corps team to administer any such treatment as it may be required at the school. However, who is to provide such treatment in the event that it is needed to a person at home. Transportation of the disabled.is also a question that does not seem able to be answered. Our transportation coordinator as well as persons within the school system advise that f'

there are not enough buses to meet the needs of everyone. The disabled require additional types of transportation in that those who are wheelchair bound need to have the ability to have their wheelchair accompanying them.

How this is to be done, noone is certain.

We are still meeting and hope to be able to come up with a plan that will be satisfactory but certainly given the "E'

limited road capacity within this County, means of transportation, it would seem that it is an impossible situation.

As a final remark, our agency is responsible to assist the Health Department with persons who_have become" contaminated."

9 does not have the capacity to clothe many members of any family.

We certainly would not have clothing at the reception centers. How' this problem and need is to be met, I have no way of knowing.
