A. Sam Z. Gdanski. I am a member of the Rockland County Legislature, formerly Chairman of the Rockland County Legislature sub-committee to Review the Indian Point l

Emergency Response Plan, and presently a member of the Rockland County Citizens Advisory Committe.

Q. Have you reviewed your testimony and additional testimony as previously submitted to the Atomic Safety & Licensing Board.

I At the time of my testimony before this Doard in July, 1982, my testimony centered on two hearings held by the Rockland

a e Emergency Response Plan. Those hearings resulted in a consensus that there were serious deficiencies in radiological preparedness in Rockland County. j Since the time of my testimony,'6-1/2 months have passed ,  !

during which time certain strides have been made by  !

I Rockland County in the area of radiological planning, as opposed to preparedness, and Rockland County has received-I a certain amount of training and equipment in this area.

V The basic concerns still remain, i

When Rockland County does have a final plan on paper, and 1

I' it has been approved by the Rockland County Legislature, I still question whether implementation of that plan will protect the health, safety and welfare of the citizens of

-Rockland County who I serve as a representative. With the existing road network in Rockland County,.how could'we l

! evacuate peopleLin a timely and safe manner?

-The concerns of Rockland County are, in fact, still so great that we have commenced a litigation before the United States Court of Appeals for the Second Circuit which seeks to review a decision of the Nuclear Regulatory Commission made at the expiration of the 120-day clock in December of 1982. The concerns'of our citizens, which prompted the passage of the Resolution authorizing litigation against the N.R.C. has not been dispelled or reduced to this date.

In closing, I just wish to reiterate the Indian 1

Point facilities pose a danger and threat to the health and safety of Rockland County, and unless we have proof-positive that a plan is capable of being

'f implemented and of protecting life, Indian Point should be shut down.
