Q. State your name, position and business address.

) A. My name is Herbert Reisman. I am Chairman of the Rockland County Legislature, having been appointed same by Resolution No. 1 of 1983. My business address is the Rockland County Office Building, New City, New York.

Q. Would you give a brief description of your duties as Chairman of the Rockland County Legislature.in the event of a radiological emergency.

A. At this time, because Rockland County has not formally adopted a radiological response plan, and review of a draft plan is in the early stages, I cannot give a positive answer as to what my duties will be. At the present time, should a l

radiological emergency occur, it is my obligation to assume i

command of and direct the overall County response activities, i

taking all steps necessary toinsure the health and welfare I

of residents of Rockland County.

Q. What is the current state of radiological planning in Rockland County?

A. I am generally pleased with the progress of Rockland County and its efforts since radiological accidents became a real concern to all of -

us after the 'Ihree Mile Island accident. The greatest strides by Rockland County have been made in the last approximately four months since the creation of what is cmmonly known as the Rockland County Citizens Advisory Comittee, and the preparation of the draft response plan by Rockland County's Office of Biwuss cy Services. '1he Citizens Advisory Comittee and its stWittees have been meeting more than once a week since its formation, and we are beginning to see real progress in the develognent of a plan. However, we believe that no plan would be satisfactory in the event of a major disaster at Indian Point. The plan currently under review would do no more than minimize the number of casualties in such an eventuality.

It is my impression that all Rockland County depart 2nents have given rarlinlogical planning a great deal of attention, and the serious consideration which it deserves, in light of the possible harm frm a radiological incident.

l Rockland County still has a substantial task in front of it however, l and at this point in time, there is no rssurance that Rockland County l

could respond to a radiological incident effectively, or that Rockland l

County ever will be able to respond to a radiological incident which is serious. However, that re ains to be seen, and can only be determined after this County has determined what its plan will be, and whether

. resources are available to implenent that plan.

Q. Do you believe that Rockland County at this present time could react to a radiological incident?

facility which require monitoring and nothing further, -

Rockland County probably does presently have that capacity..

If you are asking me whether Rockland County could alert or activitate emergency forces to cope.with an incident, I would have to answer that.while communications between all-emergency. forces have improved with time, we are still missing key elements necessary to effective and prompt notification. However, if~there were a serious incident which required more than simple monitoring by health personnel, I do not believe that Rockland County has the resources to react in a manner which would safeguard our citizens or their property.
