MEMORANDUM FOR: James M. Taylor. Deputy Executive Director for Nuclear Reactor Regulation, Regional Operations & Wesearch i
FRON:
Robert D. Martin, Regional Administrator g
SUBJECT:
INVESTIGATION OF ALLEGED IMPROPER ACTIONS BY NRC INSPECTORS (SOUTHTEXASPROJECT)(WITS 00-03?30)
This memo has been prepared to sumarize the actions taken following receipt of OIA Report 4-87-006. That report contained certain investigatory conclusions regarding three inspectors and one supervisor of the Region IV staff. After extensive review of the case and discussion and coordination with the Office of General Counsel and Labor Relations Branch, the following actions were taken: the supervisor received a written reprimand; one inspector was suspended for 15 days; and one inspector was provided a written reprimand.
Counseling rather than disciplinary action was deemed appropriate for the third 1
L-inspector.
All these actions have been completed. The inspector who was suspended for 15 days has filed for arbitration under the terms of the NTEU agreement. Since
-the arbitration process has a monitoring system to assure its completion and resolution, I suggest that actions on OIA Report 4-87-006 be considered-closed.
