. ADDRESSEE ONLY j MEMORANDUM FOR: James M. Taylor. Deputy Executive Director for Nuclear Reactor Regulation, Regional Operations & Wesearch i

FRON: Robert D. Martin, Regional Administrator g

SUBJECT:

INVESTIGATION OF ALLEGED IMPROPER ACTIONS BY NRC INSPECTORS (SOUTHTEXASPROJECT)(WITS 00-03?30)

This memo has been prepared to sumarize the actions taken following receipt of  !

OIA Report 4-87-006. That report contained certain investigatory conclusions regarding three inspectors and one supervisor of the Region IV staff. After extensive review of the case and discussion and coordination with the Office ,

of General Counsel and Labor Relations Branch, the following actions were taken: the supervisor received a written reprimand; one inspector was suspended for 15 days; and one inspector was provided a written reprimand.

Counseling rather than disciplinary action was deemed appropriate for the third 1

L- inspector.

All these actions have been completed. The inspector who was suspended for 15 days has filed for arbitration under the terms of the NTEU agreement. Since

-the arbitration process has a monitoring system to assure its completion and resolution, I suggest that actions on OIA Report 4-87-006 be considered-closed. ,
