SUBJECT:
01A INVESTIGATION - SOUTH TEXAS PHYSICAL SECURITY PROGRAM This refers to a request for Region IV to provide additional information to your office concerning the OIA investigation of matters related to the South Texas Project (STP) Physical Security Program.
Specifically, we were requested to determine:
(1) when was the STP Physical Security Plan received in Region IV and (2) when did Region IV Physical Security inspectors provide i
initial comments to NRR/R$GB regarding implementation of the plan. Our review indicates the following:

Earlier revisions may have heen destroyed when more current revisions were received.
We have questioned Physical Security inspectors and reviewed the STP docket file as to the date when Region IV provided initial comments to NRR/RSGB-regarding implementation of the plan. Our review indicates that initial oral l
comments were provided during mid-1987.
No written comments have been submitted to the program office.
It should be pointed out that the inspectors would have a need to review the Security Plan only in preparation for the first inspection.
B. Earnest made the first documented review of the plan in December 1985 (50-498/85-25; 56-499/85-22).

HOU$ TON LIGHTING AND POWER COMPANY (HL&P), was interviewed by 0!A concerning the allegation that James KELLY made an inquiry to KERN about the vacant posit, ton of Manager, NSO, in August 1987. He stated essentially the following:
KERN related that after HILL was removed from his position as manager, nuclear security, KELLY asked him if he (KERN) felt the company would consider KELLY for the vacancy.
KERN was acting in the position at the time.
KERN stated that KELLY said 'do you think that your company would consider me for the KERN further related that he viewed the nature of the inquiry as 'one job?'

In addition, Mr. SHEESLEY provided additional information regarding his knowledge that A. Bruce EARNEST physically threattned David LAMB.
SHEESLEY stated essentially the following:
SHEESLEY related that he worked with the Region IV inspectors and accompanied them during the physical security inspections.
He recalled the occasion where he and Ron CALDWELL conducted a shysical inspection by walking around and looking for penetrations. SHEES.EY said there was tons of a particular piece I
L of flame retardant material called Hydrosii (Model TS 102C) in the area above the control room. He explained that during the course of the inspection, CALOWELL inquired whether the material was penetrable.
SHEESLEY said that l
there had been telephone conversations between the utility, Region !Y and Robert SKELTON, the reviewer, regarding conducting tests of the materia 1 and whether it was acceptable. He offered that the utility even video taped the i
location of the penetrations to demonstrate how they had tested the material.
He added that as a result, they (the utility) resolved the item with SKELTON.
SHER $ LEY further stated that he used his own pocket knife and scratched a sw.11 piece off the area, approximately the size of the end of a pencil. He F.sid CALDWELL did not request him to do this or any other testing of the l
material.

l SHEESLEY also accompanied A. Bruce EARNEST on the inspection when the alleged
' crowbar' incident occurred. He stated that they were physically checking the underground pathways under the protected area barrier.
SHEESLEY said that to meet the criteria for that part of the inspection, one has to look under the heavy metal grates which cover them.
He further stated that he used his own similar to. opening a door.

s SHEESLEY acknowledged that he was present when the issue of the alleged physical threat made by EARNEST to LAMB occurred.
He recalled the incident in which EARNEST was testing the alarm incident detection system.
SHEESLEY could not remember exactly what conversations took place at that time, but he said EARNEST probably did curse at him and LAM 8 because EARNEST was med and he thought that they (LAMB and SHEESLEY) were " jerking him around" to intention.
