SUBJECT:
INVESTIGATION OF ALLEGED IMPROPER ACTIONS BY NRC INSPECTORS i
The attached supplemental interviews were conducted by the Office of Inspector and Auditor (OIA) at the request of the Office of the General Counsel. The interviews document further investigation into allegations from South Texas Project (STP) Security Personnel regarding misconduct by NRC Region IV inspectors.
For your information, we have also attached a copy of a memoran-dum dated November 26, 1988, which OIA received from Mr. James A.F. Kelly along with a copy of the transcript of his November 9,1988, interview with OIA.
In addition, a copy of inspection report No. 50-498/85-05; 50-499/85-05, and a letter to Mr. Glenn G. Parter relative to the inspectors' initial involvement in the South Texas inspection activities have been attached, i
