REQUEST FOR EXE!!PTI0ff - EfiERGEliCY PREPARED!lESS FULL-SCALE EXERCISE We have completed our review of your January 18, 1982 request for exemption fmn 10 CFR 50, Appendix E Section IV.F.1.a.

Specifically, your letter requested that the date of your full-scale emergency pre-paredness exercise be changed from March 17, 1982 to June 23, 1982 since local counties could not meet the March date. While there is no mention of tolerance in the rule, we recognize that individual circumstances may necessitate some leewy in the time frame for con-ducting annual exercises.

In accordance with 10 CFR 50.12, we hereby grant your request for an exemption, provided the following measures are taken:

A full-scale exercise with State and local authorities will be l

conducted on or about June 23,1982, and l

2.

A small-scale exercise was conducted by April 1,1982.

In granting this exemption, the staff finds that this exenption is authorized by law and will not endanger life or property or the comron l

defense and security and is otherwise in the public interest.

Section IV.F.1.a requires that a full-scale emergency preparedness exen:ise be perfomed by April 1,1982. Specifically, your letter requested that the date of your full-scale emergency preparedness exercise be changed from March 17, 1982 to June 23, 1982 since local counties could not meet the March date.

In accordalice with 10 CFR 50.12, we hereby grant an exemption from the full-scale exercise requirements of Appendix E Section LIV. F.1.a of 10 CFR 50, provided the following measures are taken:

1.

A "ull-scale exercise with State and local authorities will be conducted on June 23, 1982, and

A small-scale exercise shall be conducted by April 1,1982. _The

small scale exercise shall meet the requirements of 10 CFR 50, Appendix E.Section IV.F.3, including testing offsite notification capability.
