20555 ATTENTION MR. DEAN KUNIHIRO Docket No. 50-312, Regulatory Guide 1.101 Emergency Planning for Nuclear Power Plants Rancho Seco t'uclear Generating Station Unit No.1 Gentlemen:

In an October 10, 1979 letter from Darrell G. Eisenhut to all power reactor licensees, we were directed to submit by January 1,1980 the upgrr.ied emergency plans for Rancho Seco Nuclear Generating Station Unit No. 1.

In resnonse to that request, the Sacramento Municipal Utility District is submitting the enclosed plans which were written to comply with Appendix E to 10 CFR Part 50, regulatory position set forth in Regulatory Guide 1.101, and the acceptance criteria contained in Emer-gency Planning Review Guides Number One - Revision Number One dated September 7, 1979.

Currently our NRR review is scheduled for the last week of March or the first week of April.

Because of the short time period permitted us in order to upgrade our existing emergency plans, numerous items have yet to be resolved and implemented.

Therefore, it is anti-cipated that during the time period between January 1,1980 and the beginning of our NRR review, rrodifications to this submittal will occur.

When such modifications are made and approved, copies will be forwarded to you for inclusion in the original submittal.

This will permit the review team to come prepared to address items that are outstanding rather than those that may have already been resolved during these next few months.

If you have any questions concerning our submittal, please 4 contact Mr. Don Martin on (916) 452-3211.
