ATTACtf4ENT 3 NRC DOCKET 50-321, 50-366 CPERATING LICENSE DPR-57, tPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 REQUEST FOR CHANGE TO TECtf4ICAL SFECIFICATIONS Pursuant to 10 CFR 170.22, Georgia Power Company has evaluated the attached proposed amenctnent to Operating Licenses DPR-57 and PPF-5 and has determined that:

a. The proposed amentent does not require evaluation of a new Safety Analysis Report and rewrite of the facility license;
b. The proposed amen &ent does not require evaluation of several complex issues, involve ACRS review, or require an environmental impact statement;
c. The proposed amen &ent does not involve a complex issue or more than one environmental or safety issue;
d. The proposed amen &ent does not involve a single safety or environmental issue.
e. The proposed amen &ent does involve an administrative issue, namely, raising of minimum control room manning requirements.
f. The proposed amenctnent is therefore a Class II amentent for one unit and a Class I amendment for the other unit.
