This change is to be effective upon NRC approval.
B.
Reason for Change (Facility Change Request 80-268 Supplement 2).
The final burnup of Cycle 2 at Davis-Besse lies within the 306+10 EFPD window..This results in the relaxation of the regulating rod insertion limits for the first 60 EFPD of Cycle 3.

SAFETY EVALUATION i

.This request provides the revised regulating rod insertion limits for four 1,
and-three pump operation during the first 60 effective full power days of
' Cycle 3 operation. The safety function of these limits is to ensure maintenance'of acceptable power distribution limits and shutdown margin.
These limits.also control the potential effects of a-rod ejection i
accident.
.The relaxation in the attached curves (limits) is brought about by the final burnup;of Cycle 3 (296 EFPD) which lies in the 306i10 window of the revised Cycle 2 (complete' withdrawal of axial power shaping rods and i
coasting down of power level towards the end of cycle) design.
Per the analysis provided in the reload report and the safety evaluation j
'in~ Toledo Edison submittal of March 5. 1982'(Serial No. 787), it is
! concluded that the inferences of the reload analysis and the previous safety-evaluation are not violated. Hence, it is concluded that the changes preposed herewith do not involve an unreviewed safety question.
