APPLICATI0fl FOR LICEllSE AffE!!DMENT - CYCLE 3 RELOAD By letter of March 5,1982 (flo. 787) Toledo Edison Corpany submitted an application for license amendnent mquesting that the Davis-Besse !!uclear Power Station, thit 1 Technical Specificaticos be revised. The revisions would permit Cycle 3 operation as described in the Cycle 3 Reload Report.
Our review of this application.is not yet complete. However, we require a response to the enclosed question before our review can be completed.
Our review schedule for this application was predicated upon scheduled restart on 11ay 21,1982. We understand that this date is no longer appmpriate due to the damage discovered in the steam generators. There-fore, your response is not required on a top priority basis, but in order to free staff resources please pmvide your response no later than fiay 28, 1982.

QUESTION ON DAVIS-BESSE 1, CYCLE 3 RELOAD Core Performance Branch / Thermal Hydraulics Section 492.1 The DNBR rod bow penalty for the Cycle 3 core was calculated based on the design parameters of Batch 5 only, which contains the limiting (maximum radial peaking factor) fuel assembly. The assumed burnup was the maximum value (11,986 PWd ) for any MtU assembly in that batch. You are requested to provide a justifi-cation that the calculated rod bow penalty for a Batch 5 assembly is the worst case. Consider the DNBR values with the rod bow penalty for the most limiting assembly for each batch in the Cycle 3 core in conjunction with maximum burnup in the respective calculations which indicate batch number, maximum burnup and rod bow penalty, radial peaking factor and estimated DNBR, and DNBR less rod bow penalty.

Change the proposed Technical Specifications to reflect any change in rod bow penalty as a result of these calculation.
