.m,,, -c.er - m ., m a osi Hydrostatic tests of essential portions of the Service Water (SW) and Reactor Equipment Cooling (REC) Systems have not been perfcrmed once each 10 year ISI interval and following any Code repair or replacement welding. The requirement, specified in 10CFR$0.55a(g), effective February 12, 1976, states that safety related components not part of the reactor coolant pressure boundary meet the inspection requirements for ASME Code Class 2 and 3 components. This was not considered to apply to.the SW and REC Systems since they were designed to USAS B31.1.0-1967 and were classified as a IVP system by the architect / engineer. This quality group classification was part of the accepted design basis of the plant. Consequently, the essential portions of the two systems have never been included in the Section XI ISI Program. The Section XI ISI Program is required in accordance with Section 3.6.C of the Technical Specifications. Inclusion of essential portions of these two systems in the ISI Program is being re-evaluated. The results of this evaluation, including the root cause and pertinent corrective actions, as applicable, will be <

reported in a supplement to this LER.
