Allegation Concerning Millstone Unit 1 The NRC Region I office has completed its followup in response to the concern you brought to our attention on May 6.1991, alleging that Northeast Utilities might be permining.
.j Millstone Unit I restart with Recirculation System piping degraded due to Intergranular Stress Corrosion Cracking (IGSCC).
We found your allegation to be unsubstantiated in that while there were indications in the l
weld area. they were not the result of IGSCC. An NRC Non-Destructive Examination (NDE) inspector, qualified to the American Society of Non-Destructive Testing Level III l
requirements in ultrasonic examination, reviewed the licensee evaluation of your t'mdings.
We hase documented our findings in Inspection Report 50-245/91-12. detail 5.2.2. I have l
included a copy of those pages which pertain to your concern. We plan no further action j
and consider the issue closed.
