'Ihis letter is in response to your concerns expressed in a conversation with Gene Kelly and Bill Raymond of the NRC concerning the meeting held with senior NUSCO officials i

immediately following the SALP management meeting on March 28,1991.

The meeting on March 28,1991, was requested by the NRC in order to ensure that NUSCO management clearly understood the NRC's concern expressed in the SALP report that the licensee had not adequately addressed the root cause of the condnued allegations being raised at the Millstone site. Although this issue was discussed in the SALP report and would be i

discussed at the earlier SALP management meeting, Region I management wanted to ensure that senior NUSCO managers understood these continuing concerns, in light of the favorable comments in the repart relative to the licensee's Nuclear Concerns Program and our team s

inspection in October 1990, that was directed toward determining whether the NUSCO

employees felt comfortab'e in raising safety concerns.

A description of the meeting will be provided in a forthcoming meetmg summary to be issued i

i by Region I. The meeting did not address specific allegations, specific individuals making allegations, or any recommended courses of action other than that the licensee must clearly identify and address the root causes of all of the allegations raised at their facilities. The sole purpose of the meeting was to ensure that the depth of the NRC's concerns, relative to the licensee's inability to address the root cause of continued allegations, was clearly understocd l

by NUSCO senior management, and to inform them that this concern would be the focus of f

continuing NRC inspection activities. Although I regret you perceived the meeting was for f

improper purposes, I believe the closed meeting was necessary, in light of ongoing litigation, j

to ensure a frank and full exchange of concerns between NRC management and hTSCo. To this end, I believe the meeting was successful.
