Dear Mr. Denton:

Florida Power Corporation hereby submits thre'e (3) originals and forty (40) copies of

Technical Specification Change Request No. 38, Revision 1, requesting amendment to Appendix A of Operating License No. DPR-72. This change adds 120 snubbers to Table 3.7-3 of the Crystal River Unit 3 Technical Specifications. The change also designates all snubbers located within the Reactor Building as inaccessible during reactor operation.

.The amendment fee of four thousand ($4,000) dollars required by 10 CFR 170.22 was enclosed with the original submittal of Technical Specification Change Request No. 33 dated March 21,.1979. Florida Power Corporation has determined that no additional amendment fee is required because approval of our original request has not been finalized.

Also enclosed is a signed copy of the Certificate of Service for Technical Specification Change Request No. 38, Revision I to the Chief Executive Officer of Citrus County, Florida..
