1 TECHNICAL SPECIFICATION CHANGE REQUEST N0. 85 Fnplace page 3/4 7-25 of Appendix A with revised page 3/4 7-25 of Appendix _ A.
Proposed Change Add the following sentence as a footnote to Specification 3.7.9.1:
"For the duration of cycle four, hydraulic snubbers in locutions outside the reactor building shall be considered OPERABLE if analysis has shown that unacceptable stresses will not result from snubber lock-up during operation." Stresses will be considered unacceptable if they exceed the yeild strength of the pipe concerned.
Reason for Proposed Change During the cycle three refueling outage, a large sample of snubbers were removed from locations within the reactor building and functionally tested.
44% of the snubbers tested did not achieve full acceptance under the current criteria estab-11shed by MP-130, Rev.
(attached). The results of the functional testing indi-cate that there may be a general degradation of snubbers in locations throughout the plant.
Florida Power Corporation believes that existing Technical Specifi-cation requirements would unnecessarily restrict plant operation until all 9
safety-related snubbers are. declared operable.
Safety Evaluation Plant safety. will not be compromised by the proposed change. There are multiple parameters that a snubber must meet to be considered operable, (locking velocity, bleed rate, etc.). The snubbers that were tested,-and did not achieve full acceptance, failed for a variety of reasons.
Florida Power Corporation has determined that the "zero" bleed rate (i.e., lock-up) failure has the greatest potential for resulting in plant damage. Because the probability of a seismic j
event is extremely low, pipe movement due to thermal cycling is the major concern in addressing snubber operability. The only snubber failure mode affecting thermal pipe movement is "zero" bleed rate, which could cause unacceptable stresses. Florida Power Corporation is evaluating each snubber location out-l side the reactor building to determine which snubbers could cause unacceptable stresses if they locked-up during thermal cycling of the plant. The snubbers in the locations identified will be either declared operable by testing, or monitored for proper movement during heatup.
Florida Power Corporation will also complete functional testing on a prioritized basis to assure the operabil-ity of all snubbers outside the reactor ouilding before startup from refueling cycle four.
