I am writing on behalf of Sydney D. Faulkingham Who contacted tenator 0111 cohen'. Augusta'off4co kega ratng the

problems she has encountered with her employment with the Nuelaar Regulatory Commission, Region 1 (NRC).

I It is my understanding that Mrs. PaulkingTam has been.

notified that her position will be termina4ed with the NRC on April 1, 1990 and she is challenging that decision Two years ago, she was asked if she would be unterested in working part-time (18 hours2.083333e-4 days <br />0.005 hours <br />2.97619e-5 weeks <br />6.849e-6 months <br /> per week) for the stata of Maine in I

conjunction with a part-time position (12 hourb pair week) she currently held with the NRC.

After discusoion with her supervisor, a senior resident inspector with the NRC, and reviewing the federal regulations to ascert ain if Shore would be a conflict of interest, Region I gave final approval and she accepted the position, her duties commencitig on March 13, 1989.

In June the state suggested that Mrs. Paulkinyhas attend a two-week technical course to be held at th0 Maine Mankee site for the purpose of familiarising herself with the planh and the terminology used by the industry.

Althoug) the NRt agreed to a l

1save of absence without pay, it appears that her~ bttendance was not supported by Region 1.

However, it is my inderstanding that training for NRC site secretaries is provid ed.

In July, shortly after her request fos a leavo of ab6tnce, who was informes snat her employment.situationjwould be-evaluated for a possible conflict of interest.

She requeste0 that a ruling be made by the NRC af ter submitting a Freed om of 10 formation request which would have provided an interpretatier, of the regulation supporting their determination qf a(conflict of interest she has not yet received a reep se 'to ).or request.

Needless'to say, Mrs. Paulkingham is disturned by the s

possible termination of her position, the lack of communication i

from the NRC, and the reversal of a decision'att(r eight months on the job.

It is my understanding that she has es to why the NRC has requested her resigaatio,1ved no explanation rece i

She believes she has been an excellent employee for this WRC for three yeare-i and that she followed the proper procedurits bisfort seeking j

employment with the state of Maine.
