Dear Mr. Stolz:
This letter is transmitting, per our response of December 14, 1982 (Serial No. 885), a partial submittal of the information requested in your letter of September 23, 1982 (Log No. 1097) concerning " Control of licavy Loads at Nuclear Power Plants (NUREG-0612)" for the Davis-3 esse Nuclear Power Station Unit No. 1.
The letter of September 23, 1982 contained a Technical Evaluation Report (TER) for Davis-Besse with some open items and a partial response is provided below:
ITEM:
2.1.3 - Load Handling Procedures (Guideline 2, NUREG-0612, Section 5.1.l(2)) page 15 (TER)
RESPONSE
The procedures identified in the TER have been updated to comply with NUREG-0612.
ITEM:
2.2.3 - Special review for Heavy Loads over the core (Interin Protection Measure 6, NUREG-0612, Section 5.3(6)) page 26 (TER).
RESPONSE
Toledo Edison has performed the special reviews for the interim protection Measure 6 of NUREG-0612.
ITFM:
2.1.5 - Special Lifting Devices (Guideline 4, NUREG-0612, Section 5.1.l(4)).
Toledo Edison Exception 3 as identified on page 16 of the TER. (ANSI N14.6-1978 Section 5.3.3).
RESPONSE
Toledo Ediscn will perform load testing in accordance with ANSI N14.6-1978 Section 5.3.3 for identified overstressed conditions in accordance with the

Toledo Edison plans to submit a Phase II submittal in accordance with NUREG-0612.
We will provide a date for submittal two (2) weeks after the above open items are submitted.
