. QUESTIONED SUBMITTED BY LEONARD BICKWIT OUESTION 1:

John, how do you explain that when you heard the 4

directive from the EDO at the Feb 18th meeting at Headquarters not to release the reports that you did not at that time come forward and say that they had been released?

ANSWER 1:

See Question 2 and Answer 2 of questions submitted by Commissioner Gilinsky in which Collins indicated he informed Headquarters personnel that he had provided draft inspection and investigation reports to HTPC representatives.

OIA COMMENT:

It is Collins' position that he had informed Headquarters personnel at the February 18 meeting that he had provided copies of the reports to HTPC representatives.

Consequently, there was no reason to come forward and say they had been released.

QUESTION 2:

How do you explain that you did not notify anyone at Headquarters thereafter about the release of the reports on February 12?

ANSWER 2:

See OIA comment provided in Question 1 above.

OIA COMMENT:

It is Collins' position that he notified Headquarters personnel at the February 18 meeting that he had provided copies of the reports to HTPC representatives.

QUESTION 3: When did he find out that K.S. had released the reports at the Feb. 24th meeting with the vendor's attorney in l

violation of the Feb.18th directive and what did he do to notify Headquarters of that release?
