RADWA5TE SOLIDIFICATION SYSTEM - SAN ONOFRE UNIT NO. 1 Your letter dated October 5,1982 stated that it is your intention to move the Chem-Nuclear mobile cement solidification unit to San Onofre Unit No.1 from its present location at San Onofre Units 2 and 3 for the purpose of solidifying wet solid radwaste (resins) produced at San Onofre Unit No. 1.

Your letter stated that prior to placing the solid-ification system in operation, you will perform a 10 CFR 50.59 safety evaluation in accordance with the regulations to assure that use of this system does not involve an unreviewed safety questions or a change to the Technical Specifications; otherwise, you will obtain NRC approval prior to utilizing tha system.

Based on a review of your letter, the NRC staff concludes that a waste soldification Process Control Program (PCP) for this process for San Onofre Unit No. I should be developed and implemented to assure that the solidified solid waste reaches the licensed burial site in an acceptable form. A suitable interim alternative to the PCP would be to require that each drum be inspected before shipment to assure that solidification has been achieved.

We also note that the NRC staff has under review the waste solidification Process Control Program for San Onofre Unit No. 2 and that in ac-cordance with license condition 2.C(16) for San Onofre Unit No. 2. " Wet solid radwaste shall not be shipped from the facility (San Onofre Nuclear Generating Station Unit No. 2) until the NRC has approved the waste solid-ification Process Control Program." The results of our evaluation will be documented in a separate letter.
