Interim Approval of Process Control Program (PCP)
The Operating Licenses for San Onofre 2 and 3 state that "wet" solid radwaste shall not be shipped from the facility until the NRC has approved the waste solidification Process Control Plan (Condition 2.C.(16) of the Unit 2 license, NPF-10 and Condition 2.C.(14) of the Unit 3 license, NPF-15). This same requirement is contained in Technical Specification 6.13.1 for each plant.
At this time we have completed our review of the San Onofre 2 and 3 PCP.
However, we have not yet completed our review of your program for implementing 10 CFR 20.311, Transfer (of radioactive waste) for Disposal and Manifests.
Nevertheless, our review of your program has progressed to the point that we can authorize the shipment of "wet" solid radwaste on an interim basis until our review is complete. The basis for this conclusion is given below. If we find upon completion of our review that additional measures are required to meet the requirements of 10 CFR 20.311 or 10 CFR 61, we will so inform you at that time.
Our review has encompassed the following:
(1) The San Onofre 2 and 3 Process Control Program (SONGS Health Physics Procedure No. S023-VII-8.5.1, Rev. 0, dated October 31, 1983).
(2) Chem-Nuclear Inc., CNSI-2 (43-13-01354-OIP-A), Mobile Cement Solification Topical Report, (3) Your letters dated June 1982 and December 29, 1983 responding to NRC staff questions, F 1 OS1-4 -L P5:

-2 (4) The program description, submitted by letter dated March 2, 1984, that will be used at San Onofre 2 and 3 to implement the requirements of 10 CFR 20.311 for waste classification and waste form.

(6) S0123-VII-8.5, Rev. 2, "Radwaste Solidification Procedure."
(7) S0123-VII-8.5.1, Rev. 1, "Process Control Program for San Onofre, Unit Nos. 2 and 3."
(8) S0123-VII-8.15, Rev. 0, "10 CFR 61 Waste Sampling Program."

(9) 10 CFR 61 Nuclide Sample Analysis Reports by Offsite Laboratories.
Item (4) above, the program decription for implementing 10 CFR 20.311, references Chem-Nuclear's licensing topical report, "CNSI-WF-C-01-NP, Title 10 CFR 61, Waste Form Certification - Cement," dated November 30, 1983, to demonstrate compliance with stability requirements for the waste forms in 10 CFR 61.
The program also references Chem-Nuclear's licensing topical report, "CNSI Dewatering Control Process Topical Report, CNSI-DW-11118-01-P, dated December 23, 1983, for dewatering Class A spent resin to.demonstrate compliance with the free liquid requirements in 10 CFR 61.
These Chem-Nuclear licensing topical reports, Waste Form Certification and Dewatering PCP, are currently being reviewed by the NRC staff,-and the reviews of both topical reports are scheduled to be completed by the end of 1984. The interim results of our review of these reports indicates that they are acceptable topical reports for meeting the intent of the requirements of 10 CFR 61.
In summary, we find the San Onofre PCP to be acceptable because it meets the requirements of:
(1) Branch Technical Position ETSB 11-3.
(2) Section 3/4.11.3 of the San Onofre 2 and 3 Technical Specifications.
(3) 10 CFR 20.311 (4) The acceptance criteria of the licensed offsite burial facilities at Richland, WA and Beaty, NV.
Thus, based on our review, we find the PCP for San Onofre, Units 2 and 3 acceptable prior to the completion of our review of.Chem-Nuclear topical reports described above. We hereby authorize you to proceed with solidification of spent resin in accordance with the revised.SONGS PCP (San Onofre Health Physics Procedure 5023-VII-8.5.1, Rev. 1, dated April 11, 1984) and SONGS Radwaste
-3 Solidification Procedure (S0123-VII-8.5, Rev. 2, dated April 3, 1984). We also find acceptable your proposal to classify the solidified waste in accordance with SONGS Solid Radioactive Waste Packaging, Labeling, and Shipping Procedure (S0123-VII-8.1, Rev. 4, dated April 11, 1984) which we have reviewed and found to be in compliance with Section 61.55 of 10 CFR 61.
