Request for Withholding Information from Public Disclosure (San Onofre Nuclear Generating Station, Units 2 and 3)
By your letter dated November 10, 1981, Southern California Edison Company submitted "Process Control Program for CNSI Cement Solidification Units,"
CNSI Document No. SD-OP-003 and requested.taht it be withheld from public dis closure ptprsuant to 10 CFR 2.790. A non-proprietary version and your-affidavii were also transmitted at that time.
Your reasons for requesting our withholding of this information were that: (a) the information in the documentL is customarily held in conftence by CNSI; (b) the information is not avilable in public sources; and (c) the informa tion provides CNSI with a competitive economic advantage becami e development of the information required extensive refources, and competitors would incur similar expenditures to develop equivalent information.
We have reviewed your affidavits and material based on the requirements and criteria of 10 CFR 2.790 and have determined that CNSI SD-OP-003 above contains trade secrets, confidential, proprietary commercial or financial information.
We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive ppSition.
Accordingly, we have determined that the information should be withheld from public disclosure.
We therefore approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding the report listed above from public inspection as proprietary.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the document.
If the need arises, we may sen~dcopies of this information to our consultants working in this area.
