RESOLUTION OF NORTH SHORE COMMITTEE CONTENTION EP 11(E) --
COMMUNICATIONS THROUGH BEEPERS THIS AGREEMENT by and among Long Island Lighting Company ("LILCO"), the Nuclear Regulatory Commission Staff
(" Staff"), Suffolk County ("the County" or "SC"), the Shoreham Opponents Coalition (" SOC"), and the North Shore Committee
("NSC") (hereinafter collectively the " Parties") resolves North Shore Committee Contention EP 11(E) in accordance with the terms stated below, subject to the approval of the Atomic Safety and Licensing Board (" Licensing Board").
North Shore Committee Contention EP 11(E) concerns the ability of emergency response personnel issued beepers to respond during a radiological emergency at the Shoreham Nuclear 8210150410 821012 PDR ADOCK 05000322 0
(
.'i Power Station by using telephone lines.
NSC has contended that, once paged, the personnel issued beepers would be unable to respond by calling predetermined numbers using commercial telephone 31aes, because those lines would be over-loaded during an emergency.
By this Resolution agreement, LILCO agrees to train the LILCO emergency response personnel issued beepers so that, if they are paged and their ability to acknowledge the signal by telephoning the predetermined numbers as provided in the emergency plan implementing procedures (EPIPs) is impaired due to the commercial phone system being overloaded, they will respond as a result of training by reporting directly to their respective emergency response locations.
LILCO will amend the EPIPs in the emergency planning training manual to reflect this commitment.
As a result of LILCO taking these actions, NSC has now concluded that its concerns regarding the ability to respond to paging are resolved.
Accordingly, the parties jointly urge the Licensing Board to accept this Resolution to terminate ligitation of NSC Contention EP 11(E).
