RESOLUTION OF SUFFOLK COUNTY CONTENTION EP 5(C) -- NOTIFICATION OF RESPONSE ORGANIZATION AND EMERGENCY PERSONNEL a
THIS AGREEMENT by and among Long Island Lighting Corapany ("LILCO"), the Nuclear Regulatory Commission Staff
(" Staff"), Suffolk County ("the County" or "SC"), the Shoreham Opponents Coalition (" SOC"), and the North Shore Committee
("NSC") (hereinafter collectively the " Parties") resolves Suffolk County Contention EP 5(C) in accordance with the terms stated below, subject to the approval of the Atomic Safety and Licensing Board (" Licensing Board").
Suffolk County Contention EP 5(C) concerns the notifi-cation procedures for offsite response organizations and onsite personnel reporting to the Shoreham Nuclear Power Station.

r County has alleged in EP 5(C) that LILCO has not developed the notification procedures in a manner consi, stent with the emergency classification and action level scheme set forth in NUREG-0654, Appendix 1, and that LILCO's Shoreham Emergency Plan (" Plan") does not provide the contents of initial and followup messages to offsite authorities.

R By this Resolution agreement, LILCO agrees to respond to the SC concerns and take the following action prior to com-mencement of fuel loading.
LILCO will replace the second para-graph of Section 6.2 of the LILCO Plan with this language:
The Watch Engineer, based upon valid indications of an exceeded Emergency a
Action Level (Section 4.0), will announce the emergency condition over the page party system, take corrective actions, approve a completed Notification Fact Sheet (Appendix F), and direct the Control Koom Communicator to initiate notifications in accordance with the EPIP's describing notification and com-munication with emergency response per-sonnel.
The Control Room Communicator will notify appropriate station person-nel, offsite response organizations and other personnel in the owner-controlled area (e.g.,
St. Joseph's Villa) consist-ent with the emergency classification and the type of release.
Notification for augmentation of corpor-ate personnel (those persons reporting to the EOF, ENC, or SCH) is accomplished by an initial call to the Gas Systems Operator from an Onsite Communicator,.
The Gas Systems Operator will then ini-tiate corporate notification procedures consistent with the emergency classification.

Notification to the entire emergency organization is made by use of page-party system, Card Dialer Phone and/or beeper system.
In addition, LILCO has developed and included in the Plan at Appendix F the check-off lists.for messages to offsite authorities.
Accordingly, based upon LILCO's agreement to carry out these actions, SC finds that SC Contention EP 5(C) is resolved.
As a result, the Parties jointly urge the Licensing Board to accept this Resolution to terminate litigation of SC Contention 5(C).
