This is in further response to your letter dated December 14, 1982, in which you requested, pursuant to the Freedom of Information Act, documents prepared in connection with the Special Inspection Report on San Onofre dated November 30, 1982.
The documents listed on Appendix A to this letter are being placed in the NRC Public Document Room (PDR),1717 H Street, N.W., Washington, DC.
You may obtain access by requesting folder "F01 A-82-618 - Garde".
Portions of documents 1 and 2 of Appendix B are being withheld pursuant to exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6))
and 10 CFR 9.5(a)(6) of the Commission's regulations because disclosure of the information would be a clearly unwarranted invasion of personal privacy. The nonexempt portions of these documents are being placed in the PDR.
The enclosure to document 3 and document 4 of Appendix B are being withheld in their entirety pursuant to exemption (7)(E) of the Freedom of Information Act (5 U.S.C. 552(b)(7)(E)) and 10 CFR 9.5(a)(7)(v) of the Commission's regulations because they disclose investigative techniques and procedures.
Pursuant to 10 CFR 9.15 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest.

In a telephone conversation on March 10, 1983 with Carol Ann Reed, you again inquired about the existence of drafts of the report and also inquired about documentation for the interviews which were conducted in addition to the Kent, Lahr and Martin interviews.
You specifically mentioned the reference to "several" interviews in the report.
Mr. Bobby Faulkenberry, Deputy Regional Administrator, Region V, was contacted by telephone on March 10, 1983, and he has informed me that previous drafts of the report were destroyed at the time succeeding drafts were prepared.
He also informed me that the interviews mentioned in the report were conducted while the inspectors were in the plant, and that no separate written statements other than the three that have already been provided to you were prepared.
He further stated in reference to the word "several", that the inspectors recall they talked to six pipe fitters, one pipe fitter supervisor, two welders, and six Bechtel quality control welding inspectors.
The inspectors' notes, which are not agency records and which are not required to be retained by agency practice or procedures, were destroyed by the inspectors at the time the report was finalized.
This completes action on your request.
