SUBJECT:
F0IA REQUEST FROM ELLIE C0 HEN ET AL, FOR ALL DOCUMENTS REGARDING ALLEGATIONS MADE BY MR. E. EARL KENT REGARDING THE SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2 AND 3 fROM OCTOBER 1980 TO THE PRESENT (F01A-82-528) l Regarding your memorandum of November 4,1982, subject above, I have enclosed 01:RV Field Office Director Shackleton's memorandum transmitting a F0IA Processing Form, an inventory, and documents in 01's possession subject to the referenced F0IA request.
I have reviewed each document and recommend j
that documents (Serial Numbers) 1, 2, 10, 19, since generated by RV, be reviewed by the Region and their recommendation as to release be forwarded to you.
I further reconmend that the remaining twenty-one documents be released unless in Region V's view such release would impact on any ongoing inspection or contemplated / proposed enforcement action.
l Mr. Shackleton has advised me that Mr. Kent did not seek nor was he granted confidentiality.
Further, in my review of the remaining twenty-one documents,'
I did not find any documents or portions of documents which if released would constitute any unwarranted invasion of personal privacy.
However, since 01 is particularly sensitive to this issue, I request that your office carefully 3
l consider the privacy issue.
