Gentlemen:
Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1 and 2 Emergency Core Cooling System Outage Report Item ll.K.3.17 of Reference (1) required Connecticut Yanhee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NUECO) to submit a report detailing outages of all Energency Core Cooling Systems for the Haddam Neck Plant and Millstone Unit Nos.1 and 2 for the last five years of operation.
CYAPC0 and NNECO provided outage data through 1979 in Eeference (2) and informed the Staff that data for 1980 was being compiled and would be for-warded to the Staff as soon as it became available. Accordingly. Attachments 1, 2, and 3 for the Haddam Neck Plant, and Millstone Unit Nos.1 and 2, respectively, are provided in fulfillment of this commitment.
It should be noted that some ECC systems which were listed on the " Form A" forwarded in Reference (2) experienced no outages in 1980 and, therefore, are not listed on the " Form 1" included in each attachment.
CYAPCO and NNECO have reviewed these reports and reiterate the conclusions detailed in Reference (2) that no system or Technical Specification modifications are required to enhance plant reliability, availability, or safety, and, as such, 810812O M S P

CYAPC0 and ri?iECO vill, however, use the ecmpiled information in conjunction with future cor.:-
pilations to determine if future system or Technical Specification modifications are indeed necessary.

.41 "A" diesel breaker, A312, did not close due to dirty contact in the synchronizing check relay. Cleaned contact.

.38 "A" diesel breaker, A312, did not close due to loose coupling on synchronizing switch, 25-CS. Tiahtened set screw on' switch.

.5 "B" diesel breaker, A401, closino latch failed to latch due to a
,untightened bolt in latch mechanism. Tightened bolt.
7/8/80 01 "B" diesel was removed from service inadvertently by an operator. Diesel was subsequently restarted and onarator informed of the error.
8/12/80
.33 Frayed insulation on a wire in the bendix connector, which connects the speed sensor to the governor of "A" diesel. Cut back on wire, stripped and applied heat shrink. Reconnected wire.
