Dear Mr. Reid:

Docket No. 50-312 Rancho Seco Nuclear Generation Station Unit No.1 Pursuant to 10 CFR 50.54p and 50.90 tne District is hereby submitting five copies of proposed changes to tne District's Rancho Seco Nuclear Generating Station Security Plan. Some of these changes would decrease the effective-ness of the security plan.

However, with these changes the plan still meets or exceeds the requirements of 10 CFR 73.55 The attached proposed changes and discussion of them should provide suf-ficient information for a thorough review by your staff.

Since the District considers some of t1ese changes to be a decrease in the effectiveness of the security plan, we da require your approval before they will be implemented at Rancho Seco Unit No.1.

We request your review to be made on a timely basis to allow the District to implement these changes as soon as possible.

The enclosures contain infomation of the types specified in 10 CFR 2.790(d) and should be withheld from public disclosure.

Under this cover, we will be providing payment for this submittal, as re-quired per 10 CFR 170. This amendment has been determined to be Class III since the issues do not involve a hazards consideration. A payment of

$4,000 is enclosed.
