Following a reactor scram and a Group I isolation of the plant on January 17, 1981, Operations personnel noted that Safety Relief Valve (SRV) 02-RV-71G did not open in response to manual (operator) demand for pressure control.

This action was taken by the operator in response to written p.ocedures which require that SRV's be manually opened prior to automatic (pressure demand) opening to limit the number of SRV cycles and to systematically distribute thermal loading of the pressure suppression pool.

On January 21, 1981 investigation into the failure of the SRV to open revealed foreign material in the solenoid valve which operates the valve in manual (operator demand) and automatic depressurization system modes.

Inspection and evaluation of the foreign material by a vendor representative revealed that the material was excess adhesive (Loc-Tite) which was applied by the vendor at the vendor facility during assembly.

The excess adhesive was removed from all eleven pa'*s of solenoid valves and follcwing reassembly the valves were bench tes:ed to verify acceptable electrical and mechanical characteristics.

Following installation on the SRV's, the solenoid valves were operability tested and the entire SRV assemblies were operated during plant startup to verify proper operation.

No additional action is required.
