I 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-302 FLORIDA POWER CORPORATION, ET AL NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. 5. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 35 to Facility Operating License No. DPR-72, issued to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissimmee, City of Leesburg, City of New Smyrna Beach and Utilities Commission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Commission and City of 0 lando, Sebring Utilities Commission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised the Technical Specifications for operation for the Crystal River Unit No.

3 Nuclear Generating Plant (the facility) located in Citrus County, Florida. The amendment is effective as of the date of issuance.

This amendment modifies Appendix B of the Technical Specifications 4

to revise definition 1.6 on emergency need for power and to delete Section 2.1 regarding maximum AT across the condenser and maximum

, condenser discharge temperature.

The application for the amendment complies with the standards and s

requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules 8010100 M1

7590-01 and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the a~er.dme t dau nct involvt a significant hazards consideration.

The Commission has deterriined that the issuance of this amendment is a ministerial action and will not result in any significant environmental impact and that pursuant tr 10 CFP li51.5(d)f 4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection, witn issuance of this amendment.

For further details with respect to this action, see (1) the application for amendmant dated Mav 23 1o70 (Chance Request No. 40), (2) Amendment No. 35 to License No. DPR-72, and (3) the Commission's letter to the licensee dated September 29, 1980 All of these items are available for public inspection at the Commission's Public Document Room, 1717 H Street, N.
