Florida Power Corporation considers Change Requests No. 40 and 41 to be a Class II amendment per 10 CFR 170.22 as it involves issues that are pro i I

forma and administrative in nature and have no safety or environmental significance. This represents a licensing fee of one thousand two hundred l dollars ($1,200). i l

Change Requests No. 43 and 44 are each considered to be Class III l amendments per 10 CFR 170.22 as they involve a single enviromental, safety or other issue. These amendments are exempt f rom licensing fees because they result from a written Coc: mission request to clarify technical specifications (Footnote 2 to 10 CFR 170.22). The Commission's requests are referenced in ths respective Change Requests.

FPC considers Change Requests No. 45 and 48 to be Class III amendments per 10 CFR 170.22 as they involve single safety issues. The Requests represent a licensing fee of eight thousand dollars (S8,000). o 4 o.,q y

Replace page 3/4 8-3 with the attached, revised page 3/4 8-3.

Pmposed~ Change Add tiie words "for Unit 1 and >1.195 for Unit 2" to Page 3/4 8-3, Section 4.8.1.1.1.i.1.b and Section 4.8.1.1.1.c.2.b after the number 1.20.

Reason for Proposed Cnange The proposed cNnge will eliminate unnecessary charging by lowering the allowable spc.cific gravity of the battery while it is in "float oper-ation". The proposed change is being made with the battery manufacturer's concurrence.

Safety Analysis This proposed change will not impact on the safety analyses for Crystal River Unit 3. This proposal will not diminish the battery's ability to supply its designed loads.

ELECTRICAL POWER S,YS1 EMS SURVEILLANCE REQUIREMENTS

c. Demonstrated OPERABLE by determining that each battery supplying DC control power to the 230kv switchyard breakers is OPERABLE;
1. At least once per 7 days by verifying that: '

a) The electrolyte level of each pilot cell is between the  !

minimum and maximum level indication marks, j b) The pilot cell specific gravity, corrected to 77'F, and full electrolyte level is > 1.20 for Unit 1 and > 1.195 i for Unit 2.

c) The pilot cell voltage is > 2.15 volts, and d) The overall battery voltage is > 120 volts.

2. At least once per 92 days by verifying that: l a) The voltage of each connected cell is > 2.15 volts under f float charge and has not decreased more than 0.10 volts (

from the value observed during the baseline tests, and j b) The specific gravity, corrected to 77*F, and full  !

electrolyte level of each connected cell is )_1.20 for i Unit 1 and > 1.195 for Unit 2 and has not decreased more i than 0.01 from the value observed during the previous  !

tests, and  !

c) The electrolyte level of each connected cell is between  !

the minimum and maximum level indication marks. '

3. At least once per 18 months by verifying that:

a) The cells, cell plates and battery racks show no visual indication of physical damage or abnormal deterioration.

b) The cell-to-cell and terminal connections are clean, tight and coated with anti-corrosion materials, c) The battery charger will supply at least 95 amperes at 125 volts for at least 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.
