Summary of Weekly Information Report Week Ending April 17, 1981 R. E. Ginna On April 14, 1981, a transient at Ginna caused a partial loss of offsite power which resulted in a turbine runback to 85% power. The transient was caused by an electrical fault between a substation transformer and an auxiliary trans-former. Several conference calls were conducted between various NRC staff and the licensee, and it was ascertained that no Technical Specifications had been violated and that the plant was being operated safely. Offsite power was restored within several hours.
Millstone 1 Millstone 1 is scheduled to resume power generation on or about April 16, 1981, after a plant outage of nearly six and cne half months.
Monticello Monticello experienced an unanticipated scram on low air pressure in the scram air header after installing the Autcmatic Air Dump System required by Order dated January 9, 1981. Apparently, a pressure fluctuation occurred in the air header when a h scram inserted during an APRM functional test was reset. The licensee has installed an orifice and an accumulator which provide a. time delay to preclude recurrence.
NUREG-0725, Public Information Circular for Shipment of Irradiated Reactor Fuel The staff is in the process of the first re-write of NUREG-0725, containing maos of the routes used for spent fuel shipments.
New Bill Nevada officials informed the Office of State Programs that the legislature has passed a Bill providing authority for levying civil penalties on low level waste site operators, providing for the third party inspection program, and providing for certain license and inspection fees.

H Street Fi re Safety and Security Review A joint Division of Security / Division of Facilities and Operations Support walk-through of NRC space at 1717 H Street was done to review fire and safety procedures for tenth and eleventh floor NRC personnel.
Certificate of Destruction for Secret Documents Forwarded to the Office of Management and Program Analysis, a proposed revision to NRC Appendix Part III, " Control of Classified Information and Documents," regarding destruction records for Secret documents.
This revision includes NRC Form 81, "Certi-ficate of Destruction," and requires a witness for the destruction of Secret documents.
The Information Security Oversight Office recommended we amend our security require-ments to require such a witness.
Comouter Security Workshop A Division of Security employee attended a computer security workshop which addressed data privacy legislation, computer system software / hardware security and contingency plans to, among other things, consider the workshop's possible use in a security aware-ness program for CMB Circular A-71, Transmittal Memorandum No.1.
This OMB Circular covers basic requirements for the protection of certain types of information which is not classified but is sensitive in that its loss, alteration, destruction or unauthor-ized disclosure would represtrt a risk, magnitude of loss or harm to the US Government.

MANAGEMENT DEVELOPMENT AND TRAINING STAFF The first NRC Executive Seminar for Deputy Division Directors and above will be conducted on May 8 and 9, 1981, in the National Press Building.
Participants will discuss a NRC related case study and review their findings with a panel of experts composed of representatives from the Congress, media and special interest groups.
The first session of the NRC Managerial Workshop, for Assistant Directors and below was completed by 18 managers on April 2, 3, and 4, 1981. Addi-tionally, the Management Development and Training Staff is continuing an ongoing one and one half day seminar in " Critical Element.s and Performance Standards," in compliance with statutory requirements an.' the new NRC Performance Appraisal System for non-bargaining unit members.

OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY HIGHLIGHTS - APRIL 17, 1981 R. E. G2NNA At 7:39 a.m. on Tuesday, April 14, 1981, an electrical fault between a site substation transformer and an auxiliary transformer resulted in the loss of power to Safeguards Buses 14,16,17 and 18 and the automatic starting of both 480 V emergency diesel generators to restore power to these buses. The transient which ensued upon the partial loss of offsite power resulted in a turbine runback to 85% power. The operators quickly stabilized plant conditions.
The NRC Incident Response Center was manned to provide a central source of communications and data analysis.
Several conference calls were conducted with representatives of the licensee, the NRC Resident Inspector. OIE Region I personnel, and Headquarters personnel from OIE and ONRR.
It was ascertained that no Technical Specifications had been violated and that the plant was being operated safely.
Station personnel isolated the problem and at 12:17 p.m. it was reported that normal offsite power had been restored and that the diesel generators were being.
returned to standby service.
MILLSTONE 1 Millstone 1 is scheduled to resume power generation on or about April 16, 1981 after a plant outage of nearly six and one half months. The plant was shutdown on October 4,1980 for a planned outage with an anticipated restart by December 8, 1980.

Reactor Buildino Entrv. The next entry into the Unit 2 reactor builoing (RE) is scheduled for Thursday, April 30, 1981.
The licensee has redesignated the entry numbering sequence. A 40 minute R3 entry which took place on April 8,1981, was initially called an entry 8 pre-entry.
The 40 minute entry has now been redesignated as entry 8 and the April 30th entry has been designated as entry 9.
During entry 9, the licensee will perform a decuntamination experiment on the 305 ft elevation of the RB.
Approximately 2,000 square feet of horizontal and vertical surfaces will be decontaminated using low and high pressure water sprays.
Pre-and post-decontamination radiation surveys will be used to evaluate the effectiveness of the

techniques.
The low and high pressure water sprays are techniques which proved effective in decontaminating the auxiliary building.
In preparation for the decontamination experiment, the licensee has submitted a prm.ml to modify RB penetration R-561.

1 0FFICE OF NUCLEAR MATERIAL SAFETY AMD SAFEGUARDS Items of Interest Week Ending April 17, 1981 US/IAEA Safeguards Agreement The Design Information Questionnaire (DIQ) prepared by Exxon for their fuel fabrication plant at Richland was received on April 10. After a review by the staff, it will be provided to the State Department on or before April 20, for transmittal to the IAEA. The DIQ for the Trojan Power Reactor has been received by NRR and the one from Rancho Seco is expected at any time. After appropriate reviews, these also will be forwarded to the IAEA via the Depart-ment of State.
ISIS A revised ISIS RFP Work Statement was distributed for final comments prior to issuance of the RFP.
Comments are due by April 21.
States' Participation in Emergency Preparedness Rulemaking for Fuel Cycle and Materials R. G. Page and F. D. Fisher attended a meeting with representatives of the Conference of Radiation Control Program Directors, to brief them on the status of the NMSS radiological contingency planning program. NRC staff from NMSS, IE, RES, SP, ED0 discussed possible States' roles in NRC's planned emergency preparedness rulemaking proceeding for fuel cycle and materials licensees.
Meeting with Brooks & Perkins; and Ridihalgh, Eggers & Associates On Wednesday, April 15, 1981, representatives of Brooks & Perkins; and Ridihalgh, Eggers & Associates met with the FCAF staff. After discussion of 10 CFR Part 72 and associated regulatory guides, and various aspects of dry storage of spent fuel and its licensing and safety review by NRC staff, the firms' representatives indicated that their firms intended to submit a topical report on cry cask storage of spent fuel for review. A letter of

intent will be sent to NRC stating this. Submittal of the topical report is expected this June.

- Information Package on Scent Nuclear Fuel Shipments for Law Enforcement lgencies - NUREG BR-0020 In the past eighteen months the Division of Safeguards has received and filled requests for approximately five thousand copies of the subject brochure. State and local law enforcement agencies have commented on its usefulness as a train-ing aid.
Due to the continuous demand for this publication, it has been desig-nated as NUREG BR-0020.
Soeech before Midwestern Psychological Association On May 2,1981, Sallie Mullen of the Division of Safeguards will participate in a symposium at the fifty-third annual meeting of the Midwester-Psychological Association in Detroit. The symposium entitled " Perspectives on Nuclear Safety:
Government, Industry, Community", was organized by DePaul University, Chicago.
Ms. Mullen's presentation will consist of a briefing on NUREG-0703, " Potential Threat to Licensed Nuclear Activities from Insiders", and a review of the evolu-tian of NRC's position concerning pre-employment screening and behavioral obser-vation for employees of nuclear power plants.

EN-81-12 Southern California Edison Company (San Onofre Nuclear Generating An Order Imposing Civil Penalties in the amount of Station, Unit 1)
$150,000 was issued to subject licensee on April 15, 1981.
Previously, a Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of 5150,000 was issued based on alleged violations relating to (1) the exposure of steam generator repair workers to radiation in excess of allowable limits under NRC regulations; and (2) the improper handling of a spent fuel shipping cask that resulted in unnecessary radiation exposure to workers.
After consideration of the licensee's resranse the IE Staff concluded that the violations did occur and that no adequate reasons were given by the licensee for mitigation or remission of the proposed penalties.

OFFICE OF NUCLEAR REGULATORY RESEARCH IMPORTANT EVENTS FOR THE HEEK ENDING APRIL 17, 1981 A.
Experimental Programs Branch LOFT L9-1/L3-3 Test LOFT test L9-1/L3-3 is being run during the afternoon of April 15.
The test will simulate loss of feedwater leading to dryout of the steam generator. This will be followed by a locked open pressurizer PORV to relieve primary coolant system pressure. After core uncovery begins, the PORY will be closed and feedwater restarted to the steam generator. This is to determine if natural circulation can be reestablished in the primary coolant loop.
The primary coolant pumps will then be restarted to increase the rate of cooldown of the fuel via forced two-phase flow. The ECCS will finally be started to refill the plant and terminate the test.
Independent Core Coolino Inetrumentation Testing of the Westinghouse differential pressure reactor liquid level neasurement system has begun at Semiscale with Westinghouse agreement. The first test performed was a 5 percant small break.
The quick look data report is in preparation. Data analysis has been started by ORNL to evaluate the performance of the measurement system.

Analytical Methods Branch 1.
On April 14, 1981 S. Fabic met with R. Ireland, S. Weiss, P. Collins, and L. Beltracchi, Division of hFS/NRR and then with T. Speiss and B. Sheron, Division of System Integration /NRR, to discuss the NRR reply to the RES request for endorsement of research on improving simulators.
During the meeting wit". DHFS staff the discussion centered on the training simulator section of the NRR's memo to RES. The NRR staff admitted that the current simulator capabilities do not match the requirements set forth by ANS and NRC criteria and hope that the l
industry will correct them. Concerning the NRR request that RES purchase an engineering simulator, Speiss and Sheron admitted that such a tool does not presently exist ard that it ought to be developed, more or less along the lines of the RES proposal previously submitted for NRR concurrence.

During the ACRS subconsnittee meeting on ATWS the ACRS consultants expressed desirability for ATWS analyses with more advanced codes than RELAP-3B. RES staff, with contractor's concurrence, stated that RAMONA-3B will be capable of calculating BWR ATWS and " half ATWS" by the end of this fiscal year.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING APRIL 17, 1981 Nevada officials informed OSP that the legislature has passed a Bill providing authority for levying civil penalties on low level waste. site operators, providing for the third party inspection program, and providing for certain license and inspec-ion fees.
The-Bill is expected to be signed by the Governor.
Wayne Kerr and several staff members met with Holmes Brown of the staff of the National Governors' Association to brief him on the Agreement State Program.
Mr. Brown's responsibilities include coverage of low level waste issues.
A letter has been sent to the State of Washington providing comments on the Northwest Interstate Compact on Low Level Radio-active waste Management as contained in Washington Senate Bill 4182.
This bill has been adopted by the Washington Senate and is now being considered in the House.
The compact has already been adopted by Idaho.
The letter identifies possible conflicts with existing Federal law and offers to meet with the Northwest States to discuss NRC's concerns with the compact.
On April 8, 1981, Dean Kunihiro, RSLO Region V, attended the meeting of the Nevada State Board of Health in Carson City, Nevada.
The Board heard testimony regarding the emergency regulations that established Nevada's third party inspection system for the Beatty Low Level radioactive wast; burial site.
The emergency regulations were to have expired on April 16, 1981, however the board voted to adopt the regulations with minor amendmen ts, the most significant of wh' -h was to allow for public hearings and final board approval of tue inspection criteria i
to be used by the third party inspector, Nevada Inspection Services, Inc.

The purpose of the meeting was to discuss the implications of defi-ciencies in off-site radiological emergency response planning and potential impact of these deficiencies en the operation of the State 's nuclear generating facilities.
Jerome Saltzman met on April 9 in Portland, Oregon, with Dr.
Marshall Parrott, Chairman of the Conference of Radiation Control Program Directors, to discuss model State legislation and other issues cf interest to the Conference.
He also participated in discussions of the Price-Anderson Act with other participants in the annual meeting of the Risk and Insurance Management Society in San Francisco.
Robert Wood and Darrel Nash met with the Chief and staff of IRS's Engineering and Evaluation Branch to discuss recommendations made ovin Report with respect to financial disincentives to in the r safety.
Sue Weissberg and Jane Grant attended on April 9 and 10 the National Conference of State Legislatures' State-Federal assembly in Washington, D. C.
They attended the Energy, Transportation, and Natural Resources and Environment Committee meeting where transportation of hazardous material, utility financing, and the Clean Air Act were discussed.
A draft updatiny of the suggested State Radiation Control Act, ^
originally published by the Council of State Governments in 1961, was circulated to members of the Conference of Radiation Control Program Directors for comment.
The draft revised model act includes provisions on source material processing and tailings management, low level waste disposal, user fees, civil penalties and surety requirements for source material mill tailings and low level waste burial.
William B. Menczer, RSLO Region III, attended the National Conference of the American Society for Public Administration held in Detroit, Michigan, April 12-15.
Mr. Menezer participated in conference sessions primarily concerned with emergency management and response, inter-governmen al relations, government regulation, and infor-mation resource.t of State and local governments.
During the conference Mr. Menczer also met with Wisconsin State Representative Mordecai Lee to discuss interactions between State Legislatures, State Executive Branch agencies and the public.

Heltemes gave a presentation to Region IV site representatives on the functions, programs, and status of AECD. Because of the newness of AEOD and the relationship between AE00 and the site offices, such presentations and associated discussions are considered an important step towards establishing effective communication channels and assuring mutually supportive efforts. The presentation covered: AE00 objectives, organization and program activities; current activities to develop LER sequence coding techniques needed for trend and pattern icentification; status of 10ER regarding needed changes in NPRDS and LER systems for event reporting; the AE00 procedures and philosophy for reviewing operating events and judging significance; and identification of the case studies that are now in progress. Similar presentations have been held in the other four Regional Offices.
Abnormal Occurrence Reoorting The Fourth Quarter CY 1980 Abnormal Occurrence Report was sent to the EDO for approval and forwarding for Commission approval. A Commission paper was also forwarded proposing that the inadvertent disconnection of the staticn batteries at Palisades be reported as an abnormal occurrence.

This is to advise you that the Commission (with all Commissioners approving) has approved your recommendation that a contract modification be executed with Beltway Limousine Services, Inc. for continuance of shuttle bus services for an additional 10 months beginning June 1, 1981.
The Commission understands that the schedule for Route B, as made effective on July 3, 1978, will be continued.
Tre following revisions to the scope of work were also approved:
1.
Add a stop for the Air Rights Building on Route A.
2.
Delete the Arlington Road stop from Route B.
The Of fice of Administration was informed of this action by telephone on April 17, 1981.
It is requested that you inform the Office of the Secretary when the contract modification is executed.
