f ATTACHMENT TO LICENSEE EVENT REPORT 80-012/03L-0 Wisconsin Electric Power Company Point Beach Nuclear Plant Unit 1 Docket No.50-26G During a normal Duty Shif t Supervisor review of logs on October 5, 1980, it was observed that the primary auxiliary v-building log showed a 0.9 psig decrease in waste holdup ta pressure during the period October 2 to 5, 1980.

Evaluatio..

showed the leak to be on a compression fitting on the inlet to valve 1PCV-1022C (pressure control valve on the line from the reactor coolant drain tank to the gas analyzer).

The fitting was properly reinstalled at approximately 1945 hours0.0225 days <br />0.54 hours <br />0.00322 weeks <br />7.400725e-4 months <br /> on Octoler 5, 1980.

No trend on the vent stack monitor R14 had been observed, no alarms had been generated, nor had strip chart recorders identified the leak.

Subsequent calculations by Chemistry showed the average release rate to be 1.995E-07 Ci/second or.0001% of the 0.2 Ci/second Technical Specification limit.

The total activity released was calculated to be 0.056 Curies based on Xe-133 equivalent.

The cause of the incident, although not specifically determined, was probably attributable to improper reinstallation of the pressure control valve following cleaning.

The Radiochemical Technician responsible for the incident has received individual counseling and all other Radiochemical Technicians have been informed of the incident and have been admonished to pay close attention to the propar method of reinstalling pressure control valves to avoid recurrence of this incident.

This event is reportable in accordance with Technical Specification 15.6.9.2.B.4.
