SUBJECT:

MATERIALS INSPECTION LICENSE FEES NMSS has completed the evaluation of the hours to be used for materials licensee inspection fees. Since the RITS' staff time for materials inspections-is not reported by license fee category, NMSS is unable to rely antirely on it for providing the new estimates for 10 CFR 170.

Instead, we are basing our j

recommendations on'a combination of RITS hours and NRC management experience, i

NMSS is recommending the use of the enclosed average hours for materials i

licensee-inspection fees in the proposed' revision to 10 CFR 170. These 19155:

. recommendations for the Lew> fee schedule were^ developed by analyzing the P.1TS ~

s reported staff time to perfom inspections'and' Regional management estimates.

based'on experience. Both of these methods-resulted,in estimated hours:that; were, in almost all cases, equal to or greater than the number of hours used in l

the current fee schedule. Therefore, we concluded that the hours in the' L

current fee-schedule were too low. However, MSS adopted the more conservative-approach of using the average-of the hours estimated by Regional management--

1 staff, since they were usually lower than the estimates developed-through-manipulation of RITS data.
