MATERIALS LICENSING. HOURS' In support-of the Controller's Commission paper to consider revisions to the materials license fees charged by the Agency, NMSS has calculated the average-number of hours required to perfom materials licensing reviews.

'I reported data. NMSS used the assumptions provided by the License Fee Management Branch on February 19,1988-and supplemented an January 25, 1989.

Also, where;no data was recorded during the period analyzed or where the sample l

size was small:considering the number of licensees within the categories, we-t l'

are not reccamanding changes. MSS would like the current fee categories to-remain unchanged; however,- NMSS: intends-to reanalyze its license fee categories, LMS I

l, categories and inspection. categories during the next year.

Also, NMSS would like.to continue-collecting materials license fees as " flat fees" rather than actual cost for each-licensing action. We prefer this method because our time reporting. system does'not track time per individual action and changes to this approach would add an unnecessary burden on licensing reviewers'and administrative support staff. The only exception to this'is category 58, field flooding studies. This category has been full cost:

due to the small number of licensing: actions received.: We would.like to retain =
