i National Plan for Radioactive Waste Management Representatives of NMSS/WM met with DOE and Mitre on Tuesday, June 10,1980, to discuss the Mitre draft rewrite of the NRC segment of the National Plan for Radioactive Waste Management. As a result of the meeting, Mitre and DOE agreed to withdraw the Mitre draft and use instead the NRC submission as written, with minor changes to the chapter title.
HEU to Japan / Exports to Taiwan __
The staff has rece.'ved addiHonal views from the Executive Branch on two applica-tions to export highly enriched material to Japan, one of which is considered urgent. The staff will be forwarding papers for Comis: ion review early next week.
IP has recently received Exccutive Branch views on 10 license applications for components, special nuclear material, source material, and byproduct material for Taiwan.
Padiological Emerger,:y Response Plans The NRC represented by the Regional Advisory Comittea (RAC) participated in a najor radiation exercise with the State of Tennessee and the Tennessee Valley l
Authority (TVA) on June 16 and 17,1980. The purpose of this exercise was to test the radiological emergency response plans of the State of Tennessee and the TVA.
A major test o f Georgia's Radiological Emergency Response Plan is expected to take place within the next 60 days.
Low-Level Radioactive Waste Shipments On Tuesday, June 17, 1980, the Region V RSLO attended a Metropolitan Edison briefing requested by Washington Governor Ray regarding the current status of low-level radioactive waste shipments to the Hanford site and future anticipated shipments.
l FY 1981 Budget
.The House Appropriations Committee reported out NRC's FY 1981 appropriation providing $437.2 million and 3,268 full-time permanent positions. This is a reduction of $31.3 million and 122 full-time permanent positions from the President's request.
North Anna Power Station, Unit 2 VEPC0 has advised the NRC that North Anna Unit 2 achieved initial criticality at 9:48 p.m.-on. June 12, 1080.

Results from EPA monitoring of the environment around the TMI site were:

EPA cnvironmental stations registered background levels for air particulate and water samples.
Gamma scan r:sults for all sampling locations were negative.
Gas / Air (Kr-85) sample results during the period june 6 through June 13,1980 were: Goldsboro - 19 pCi/m, TMI Observation Center - 28 pCi/m3, Middletown - 18 pCi/m3 and Bainbridge - 19 pC1/m3 The EPA states that the Kr-85 back-ground concentratign in the vici;.ity of TMI to be in the range of 20 and 40 pCi/m Instantaneous direct radiation readings showed an average level of 0.013 mrem /hr at the 18 monitoring stations.
The measurements are all attributed to naturally occurring radio-i.ctivity.

NRC Environmental Data The West Screen House continuous air sample (HP-220) for the sampling period June 11 through June 18, 1980, has been delivered to the EPA Coordination Center for analysis.

The licensee provided the following monthly inventory of Kr-85 releases for 1980:

of June 18) 42 C1. Total-419 Ci.
Results of the environn. ental TLD measurements for the period April 30 to May 29,1980, indicate no gamma levels above natural background.
Fifty-eight TLD's registered doses ranging from 0.11 mR/ day to 0.20 mR/ day.
Average dose was 0.16 mP./ day. These dose rates are consistent with natural background radiation in the TMI area.

On Monday, June 16, 1980, the ban on waste shipments to the State of Washington was lifted.

3 On Monday, June 16,1980, a Unit 2 shipment of effluent samples from EPICOR II was sent to Science Applications Incorporated (SAI), Rockville, Maryland, for analysis.
On Tuesday, June 17,1980, Unit 2 reactor coolant and resin samples were sent to Babcock and Wilcox (B&W), Lynchburg, Virginia, for analysis.
On Tuesday, June 17,1980, a Unit 2 dewatered resin liner, LSA, Type B, was shipped to the Hanford burial site, Richland, Washington.
On Tuesday, June 17,1980 Unit 2 calibration sources were sent to the National Bureau of Standards, Washington, D.C.
On Thursday, June 19, 1980, a Unit 1 shipment of seven boxes of non-compacted LSA waste was shipped to Barnwell burial site, Barnwell, South Carolina.
On Friday, June 20,1980, a Unit 1 dewatered resin liner, LSA, Type B, was shipped to the Hanford burial site, Richland, Washington.

The amount to be processed is approximately 3,000 gallons less this week since the level indicator for the reactor coolant blend tank read erroneously high last week.
At the time of last week's data collection the transfer from the fuel pool storage tank was just completed.
The transfer medium utilizes steam eductors.
The water in the bleed tank was consequently hotter than ambient and this affected the level indication.
Major Activities This Week l.
Reactor Building Purge. The controlled purge of Kr-85 from the reactor building is scheduled to commence at 8:00 a.m. on Saturday, June 28, 1980. The purge is contingent upon NRC approval of the purge procedure and the satisfactory completion of purge system cests. The tests are currently in progress and it appears that both th ' slow" and " fast" purge trains will be ready for use by June 28,1980. The purge procedure and associated documents are being reviewed by the TMI Program Office staff.
To date, no procedural problems have been identified which would delay the purge.
During this week calibration for the effluent monitor HPR -219 was completed along with the uncapping of the plant (vent) stack.
ENCLOSURE B '
A Technical Sp cification conflict must be r2 solved befcre modifi-cations to the " fast" purge system can be completed.
Technical Specifications require the radiation monitor downstreaa of the reactor building purge fan to be interlocked with the fan dampers.
A high monitor reading automatically closes the dampers.
During the purge, Kr-85 concentrations will. exceed the range of this monitor and, if not defeated, the interlock will close the dampers.
A request to change this section of the Technical Specifications has been initiated by the licensee.
During the purge, the stack radiation monitor, will be used to monitor the release.
Grab
-l samples from the reactor building and the stack will be taken periodically to back up the stack monitor readings.

The licensee has established procedural hourly radiation release limits that are 1/3 of the release limits pennitted by the NRC.
The NRC order, which pennits the purge, limits the maximum hourly skin dose to 3 mrem crd the maximum hourly total body dose to 1 mrem. The licensee's procedure limits the hourly skin dose to 1 mrem and the hourly total body dose to 0.3 mrem.

Reactor Building Entry.
Purging of the personnel airlock (No. 2) began June 20, 1980, in preparation for an attempt to free the j
jammed solenoid pin on the inner door as described in the June li,1980, report.
This will involve drilling a 3/4 inch diameter hole in the inner door with containment integrity maintained at all times.
The TMI Program Office will monitor the evolution.
3.
EPICOR II STATUS.
EPICOR II unscheduled outage continued throughout this week for system maintenance.
The one week delay was unexpected.
Startup of the system is expected on Monday, June 23, 1980.
4.
(Temporary) Nuclear Sampling System.
The system became operational on Tuesday, June 17, 1980.
The first reactor coolant system sample was obtained without incident.

On Monday, June 16, 1980, J. Collins and R. Browning met with Governor Ray of Washington State and representatives of Met-Ed to discuss waste shipments to the Hanford burial site, Richland, Washington.

On Thursday, June 19, 1980, J. Collins, B. Snyder, et al, met with Metropolitan Edison officials to discuss preparations for purging the reactor building.

On Thursday, June 19, 1980, J. Collins, B. Snyder, et al, met with representatives of Metropolitan Edison, Environmental Protection Agency, Department of Environmental Resources and the Department of Energy to discuss interaction between the various groups during the purging operation.

o OFFICE OF NULLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending June 20, 1980 Governor Brown of Cplifornia Requests Information on Spent Fuel Shipmerts On June 9,1980, Governor E. G. Brown, Jr., of California wrote to the Cirector, Division of Safeguards, requesting that NRC notify the California Department of Highway Patrol in advance of : pent fuel shipments. The Safeguards staff has coordinated with Region V to provide such notice prior to each shipment. The Safeguards staff is also preparing a formal reply advising Governor Brown of these arrangenents.
Physical Protection of Transient Shipments The final rule for Physical Protection of Transient Shipnents has been dis-tributed to interested offices throughout NRC for comments. The final rule should be ceady to be circulated for formal concurrences by the end of June.
Morris Operation-General Electric Company We are providing safeguards support, as needed, in connection with the license renewal proceeding from the Morris facility.
Intervenors have filed two significant safeguards contentions with respect to this proceeding. The first alleges that the physical security plan for the facility does not meet the requirements of 10 CFR Part 73. Tha second alleges that an adequate assessment of credit ie sabotage risks has not been made.
National Plan for Radioactive Waste Management Representatives of NMSS/WM met with DOE and Mitre on Tuesday,. June 10, 1980, to discuss the Mitre draft rewrite of the NRC segment of the National Plan for Radioactive Waste Management. As a result of the meeting, Mitre and DOE agreed to withdraw the Mitre draft, use instead the NRC submission as written, with minor changes to chapter title. The initial draft of the entire plan is expected to be submitted for agency review within the next two weeks.
Considerable intense staff effort will be required to review the plan and consolidate connents to meet the anticipated two week turnaround. It appears that the staff time required will far exceed time previously estimated.
Mitre indicated that NRC's submission was (1) the best received from any agency and (2) the only complete submission (the other agencies submitted various documents and asked Mitre to prepare a plan for them).

NFS West Valley On Friday, June 13, 1980, the staff received copies of a report by the General Accounting Office (GAO) entitled " Status of Efforts to Clean Up the Shut-Down Western New York Nuclear Service Center".
In the report GAO recommends that the most practical answer to the question surrounding the future of West Valley requires that the Federal Government and the State of New York share responsibility for implementing a comprehensive site cleanup program which recognizes legitimate state and national inter-ests. GA0 has also recommended that New York make available the spent fuel and low level waste burial facilities to help solve its own and national waste management pro'olems. The report mentions that both New York State and the Department of Energy objected to the GAO position that federal participation in remedial action at West Valley should be linked to the State's agreeing to open the spent fuel and low level waste facilities.

i ITEMS OF INTEREST Week ending June 20, 1980 Sterling Power froject, Nuclear Unit No.1 On June 17, 1980, the Appeal Board issued a Memorandum and Order (ALAB-596) in which it considered applicant's request to terminate all proceedings in this matter because of action by the New York State Siting Board in vacating a certificate of environmental capability and public need for the Sterling Unit. At the time of applicant's request the CPhad been issued but there were pending before the Appeal Board two issues involving need for power and the environmental impact of certain radon releases.
The Appeal Board granted the requested relief.
It also vacated the initial decision authorizing the issuance of the CP and instructed the Director of NRR to revoke the CP.
Pilgrim Nuclear Power Station On June 19, 1980, the Commission issued an Order in which it granted a request for a withdrawal from the antitrust proceeding of the Massachusetts Municipals and determined that no further proceedings concerning the antitrust aspects of the application were requirea.

Proposed Cooperation with China The Department of State has responded favorably to an NRC draft information exchange Arrangement with China. A Commission paper with full details is being staffed on this.

W. Kerr will meet with the Virginia Senate Committee on Agriculture, Conservation and Natural Resources on June 30, 1980 to discuss the Agreement State program.
Program Development At the request of Phil Paul, of the Vermont Public Service Commission, we arranged for Bill Raymond, Resident Inspector at Vermont Yankee, to attend as an observer, a hearing on June 20 relating to the extension of the 402 water quality pemit.
The request came with only 2 days notice.
William B. Menczer, RSLO, Region III, met with the Regional Advisory Committee (RAC) in Homewood, Illinois on June 16 and 17,1980, to review the Minnesota radiological emergency response plan.
On June 18 he met with Minnesota State officials, along with the RAC, to discuss the Minnesota plan and on June 19 he observed an emergency exercise for the Dresden Nuclear Power Station at Commonwealth Edison headquarters in Chicago.
Robert Trojanowski, Region II, SLO, participated as a member of the Regional Advisory Committee (RAC) in a major radiation exercise with the State of Tennes:ee and the Tennessee Valley Authority (TVA) on June 16 and 17,1980. The purpose i
of this exercise was to test the radiological emergency response plans for the State of Tennessee and TVA. The Tennessee emergency plan, which carries the endorsement of the RAC and FEMA IV, is expected to be submitted to FEMA headquarters for review and approval on June 23, 1980.
On June 18, 1980 he also participated in the final RAC committee review of the Georgia State Radiological Emergency Response Plan.
A public meeting and major exercise to test Georgia's plan are expected to be scheduled within the next j
60 days.

OFFICE FOR ANALYSIS AND EVALUATION OF OPERATIONAL DATA ITEMS OF INTEREST WEEK ENDING JUNE 20, 1980

Discussions were held on June 18 with the Institute of Nuclear Power Oparations (INP0) personnel regarding operational data activities of mutual interest and, specifically, whether INP0 is interested in cooperative activities with the NRC, such as the establishment of an operational experience data base. A number of policy and program questions were identified which v.ill be further reviewed with the INP0 President, Dennis Wilkinson.
It is expected that resolution of these policy issues and a tentative conclusion regarding the practi-cality of cooperative activities will be available within the next sesoral weeks.
Discussions were held on June 19 with personnel from the Nuclear Safety Information Center (NSIC) on the further development and verification of an AE00 developed draft procedure for the systematic codification, in a computer readable format, of the event sequence described in each Licensee Event Report. This procedure would overcome a major difficulty in existing LERs by providing a consistent identification of the equip-ment involved in operational events and would allow computer searches for events with certain sequence characteristics (e.g., common mode failures), the cause and specific equipment involved in each step, the mode of failure and functional effect on the system, component, and plant.
If NSIC resources permit, AE0D will initiate action for NSIC to study and further improve this LER evaluation procedure.
