Dear Mr. Moseley:

Pursuant to 10CFR50.55(e), we wish to follow up our written notification of April 21, 1976 regarding a separation in the concrete of the Crystal River

.: 1 Unit #3 containment structure dome.

Attached is our interim report entitled, " CRYSTAL RIVER //3 DOME DELAMINATION REPORT", dated June 11, 1976. This report addresses:

Quality Assurance During the investigation and evaluation period, we have had benefit of informal staff discussions on two occassions and numerous exchanges of staff and ACRS Members repo'rted concerns. This interim report addresses each of these concerns to the 2xtent our present information and expertise allows at this time.

The included evaluation does not provide any reasonable direction as to why the delsmination occurred.

Our report includes a proposed corrective action in Section 5.

We feel that further theorizing as to "why" will be inconclusive and time consuming. We are, therefore, prepared to proceed with the corrective action as entirely adequate to assure that the containment structure, when so repaired, will be capable of meeting the original design criteria as demonstrated by calculation and the Structural Integrity Test (SIT).

retensioning of tendons the upper portion of the dome (acove the crack) will be participating in developing compressive stress at the sent rate as the lower portion.

We are very cognizant of staff cancerns for the detensioning activity proposed and have incorporated in the report our response to these concerns.

In this regard, development of detailed work procedures addressing the repair effort is, ongoing and will be made a'vailable to I&E inspectors at the site or forwarded to the Commission directly as required.

It has been concluded by Florida Power Corporation from all evaluations available to us at this time, that the proposed corrective action is a correct and reasonably risk-free approach to an acceptable repair.

We, therefore, propose to begin work activities associated with the proposed corrective actions outlined on June 15, 1976 in accordance with the attached schedule.

Assuming no adverse occurrences, we will proceed toward ultimate conclusion of this work on this schedule.

To allow you and ourselves the opportunity for continued cooperation, exchange of questions and our responses, we request an infor=al session in Bethesda on June 18, 1976. At the close of this session, we would solicit your concurrence with our corrective action and the proposed work schedule.

If you have any questions concerning our filing or the subsequent meetings 7-with the Commission, please advise us.
