ATTACHMENT TO LICENSEE EVENT REPORT 80-007/0lT-0 Wisconsin ElecP.ric Power Company Point Beach Nuclear Plant Unit 1 Docket No. 50-266 During normal operation, at 1141 hours0.0132 days <br />0.317 hours <br />0.00189 weeks <br />4.341505e-4 months <br /> on 06-11-80, the blue instrument bus (lYO2) was deenergized because of personnel error. The loss of power to this bus resulted in the deener-gization of two of the Unit 1 containment pressure channels (P947 and P948) and one of the Unit 2 containment pressure channels (P949). Containment pressure which controls the auto-matic containment spray function is a safeguards function which does not fail in the trip position on a loss of power.

This reduced the minimum degree of redundancy to less than that required by Technical Specifications for containment spray and is reportable in accordance with Technical Specification 15.6.9.2.A.2.

An electrician deenergizing the wrong pcwer supply for maintenance caused the event. Power was restored to the bus l within about one minute and all instrumentation switched back to its normal supply bus within five minutes for both units.

As a result of this momentary power loss to the blue bus, compounded by steam generator feed regulator valve problems, Unit 1 tripped because of feed flow / steam flow mismatch and steam generator low level. All systems functioned normally after the trip and the unit was placed back on line approxi-mately two hours later at 1352 hours0.0156 days <br />0.376 hours <br />0.00224 weeks <br />5.14436e-4 months <br />.

This event has been dis:ussed with plant group heads,

> operating, and maintenance personnel to emphasize the importance of-properly identifying equipment prior to removing from service.

Additional administrative controls are being discussed to prevent recurrence of this type of event.
