FITZPATRICK NUCLEAR POWER PLANT DOCKET NO. 50-333 ATTACHMENT TO LER 80-012/03L-0 Page 1 of 1 During normal operation, while conducting Operations Surveillance Test F-ST-9B titled "EDG Full Load Test (ISI)", Emergency Diesel Generator A tripped on low lube oil pressure during the attempted start of the engine. The redundant emergency diesei generators were verified operable, the emergency power system associated with the failed emergency diesel generator was connected to the off-site power sources and both off-site power sources were verified available as required by Technical Specification Paragraph 3.9.B.3.

Under automatic emergency starting conditions, the emergency diesel generator would have started and operated normally because the low lube oil pressure trip is blocked. The event did not represent a significant hazard to the public health and safety.

Investigation revealed that the low lube oil pressure trip was caused due to the failure of one phase of the emergency diesel engine immersion heater. This heater failure resulted in low lubricating oil temperatures.

Consequently, the engine's lube oil system could not deliver normal lube oil pressure within the 15 second time period allowed by the engine control circuitry during start of the engine.

Following replacement of the failed immersion heater, satisfactory operation of the emergency diesel generator was demonstrated by successful completion of F-ST-9B, two (2) days after discovery of the problem.
