ATTACllMENT TO LER 79-037/03L-0 Page 1 of 1 While in a cold shutdown condition, during the conduct of Operations Surveillance Test F-ST-1B titled "MSIV Fast Closure Test (ISI)", inboard MSIV 29-A0V-80B required 5.8 seconds to reach the full closed position.

Technical Specifications Appendix A, Table 3.7-1 requires that this valve close in 3 to 5 seconds. Surveillance testing of the other MSIV in the same main steam line, as well as the MSIV's in the other three main steam lines was satisfactory. Therefore, the event did not represent any signif-icant hazard to the public health and safety.

Investigation revealed failure of the seals on the hydraulic speed controls associated with the valve. Repair and reassembly has not been completed at this time however, when repairs are completed proper operation of the valve will be demonstrated by satisfactory performance of F-ST-1B.
