Dear Mr. Turberville,

The NRC is finalizing license amendments for Browns Ferry Nuclear Plant, Units 1, 2, and 3. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments. The amendments are in response to Tennessee Valley Authoritys license amendment request dated July 3, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19184A633). Specifically, the amendments revise the Renewed Facility Operating Licenses (RFOLs) by changing license conditions for Browns Ferry, Units 1, 2, and 3, associated with the fire protection program controlled by 10 CFR Section 50.48(c), National Fire Protection Association Standard NFPA 805. The amendments extend the implementation due dates for Modifications 102 and 106 listed in Item 2 under Transition License Conditions in each units license to the end of the Browns Ferry, Unit 1s, Fall 2020 outage, and April 30, 2020, respectively. These amendments revise RFOL, paragraph 2.C.(13) of Unit 1, paragraph 2.C.(14) of Unit 2, and paragraph 2.C.(7) of Unit 3 for Browns Ferry, Units 1, 2, and 3, respectively.

The license amendment request was published in Federal Register on July 11, 2019 (84 FR 33094). No public comments were received so far.

Please let us know, if you have any comments on behalf of the State of Alabama for the above amendments.

Please contact me if you have any questions.

Regards, Farideh E. Saba, P.E.
