East Building, PHH-23 1200 New Jersey Avenue SE Washington, D.C. 20590 March 5, 2019 In accordance with the Memorandum of Understanding between our agencies, I request that you review the attached French Certificate of Approval No. F/357 /B(U}-96 (Revision Eah), for the TN-MTR package and make a recommendation concerning our revalidation of the package for import and export use.

Your staff is currently reviewing revision Eaf of this certificate in response to my letter dated September 25, 2018 (Docket No. 71-3052) for contents of intact Material Test Research fuel assemblies as described in Appendix 9 of the French certificate. This new request is to consider contents consisting of a radioisotopic thermal generator (RTG) with types: Gisete 4, Gisete 5, or Gisete 8, placed in a special-purpose internal fitting, as described in Appendix 16 of the French certificate.

To assist you in your review, I am providing a copy of the letter I received from TN Americas LLC, along with additional enclosures in electronic form on the enclosed ed. As noted in their letter, included on the cd are both a proprietary and a non-proprietary version ofthe Safety Analysis Report for the package. Their letter notes that this request is intended to support shipments in the third quarter of 2019 as part of the Department of Energy's Off-Site Source Recovery Program.
